The RacialDebate in England

LONDON — The racial debate
has now arrived in Parliament by
two different routes. First, there
was the terrific uproar. quite un-
characteristic for the British House
of Commons. in connection with
Prime Minister Harold Wilson's
reference to a Conservative Mem-
ber of Parliament as a "Parliamen- .
tary Leper."
He is a member for Smeth-
wick, a suburb of Birming-
ham. In this place, there are
some 5,000 colored people in a
population of some 80,000 (this
figure is always overlooked; some
people abroad have the impression
that half the population of Smeth-
wick is colored). Of those 5,000,
some 3,000 are Indians, Pakistanis
and Sikhs, and the rest West In-
dian immigrants. who came here
with the postwar wave of immigra-
tion from the Carribbean.
During the recent election cam-
paign, the Conservative (or Tory)
candidate. Peter Griffiths, school-
master, made some play with the
anti-Negro feeling in the consti-
tuency, and his supporters were
going great guns on it. perhaps
