By MILTON FRIEDMAN

A veteran
Jewish congressman. 76 year - old
Emanuel Celler, New York Demo-
crat, will become dean of the
House of Representatives when the
89th Congress opens in January.
Rep. Celler, chairman of the
important. House Judiciary Com-
mittee. was originally elected to
Congress on Nov. 7, 1922. He has
been reelected to every succeeding
Congress by his Brooklyn constitu-
ents. He now has achieved senior-
ity. and is to be accorded the
honorary and respected status of
"Dean of the House."

this year despite the endorsement
of his Democratic opponent by
President Johnson, and in the face
of Republican conservative oppo-
sition generated by the forthright
Halpern repudiation of presiders ,
tial candidate Goldwater.
Sen. Javits was not up for re-
election this year. Neither were
Senators Abraham Ribicoff, of
Connecticut, and Ernest Gruening,
of Alaska, the two other senators
of Jewish faith.

Former Congressman Sidney
R. Yates, Illinois Democrat, this
year regained a House seat he
lost in 1962 when he unsuccess-
fully ran for the Senate. He
saw interim service at the
United Nations. Yates is re-
garded in Washington as one of
the most brilliant and dis-
tinguished congressmen of Jew-
ish faith to serve. He is univer-
sally regarded as a man of
stature.

without knowing it. Unless found
and treated, they can go about in-
