Peron's Message
on Causes of Interest to JewS, Israel Attacks Zionism

WASHINGTON — Lyndon B.
Johnson and Hubert M. Humph-
rey' share a common identifica-
tion with causes of basic Jewish
interest.
Their election brings an era
which may see the implementation
of Ideals they have long espoused.
President Johnson, in the com-
ing four years, will have an op-
portunity to bring his dream of a
massive nuclear desalting experi-
ment in Israel into reality. Even
before election, the so-called "LBJ
plan" had captured the imagination
of both Israeli and American ex-
perts. It had moved to the stage
of advanced engineering study.
The Democratic platform of
1964 provided a clear mandate for
the LBJ plan. Optimism was ex-
pressed by Chairman Seaborg of
the Atomic Energy Commission
and Secretary of the Interior
Udall..
The plan first emerged in June
when President Johnson welcomed
Israel Prime Minister Eshkol to
Washington. Steps were taken for
an immediate follow-through. With
the election of President Johnson,
Israel may witness new miracles in
the next four years. Low-cost water
to irrigate the Negev, drawn from
the sea, and economical electrical
power may be within reach of Is-
raelts populating the now-barren
regions.
Israel's security is also, to a

considerable extent, guaranteed.
President Johnson made a clear
commitment in the joint com-
munique issued during
the
Eshkol visit. The Johnson Ad-
ministration underscored its re-
spect for Israel at that time by

Prime Minister Eshkol visited Fort

A new relationship between
Israel and the United States
emerged during the Johnson Ad-
ministration, generating confidence
among Israelis. One of President
Johnson's first acts, after the Ken-
nedy assassination, was to request
Myer Feldman, Special Counsel

and high-ranking White House
aids, to stay on and continue to
perform his various duties includ-
ing his role as personal adviser
to the President on Israeli and
Jewish matters. Feldman had
much to do, behind the scenes,
with every decision affecting Israel
taken by President Johnson.

The United States in recent
months decided not only to
continue aid to Israel but to actu-
ally increase certain categories
of assistance. This is designed
to help Israel consolidate its
strength and absorb new immi-
grants.

opposed Arab boycotts and block-
ades affecting America as well as
Israel. He took a strong stand for
unrestricted passage through the
Suez Canal.
Sen. Humphrey concerned him-'
self with immigration and studied
the problems of displaced persons
in 1949, the first year he served
in the Senate. He fought the dis-

cent surcharge to be levied by the
new Labor Government on all in-
dustrial products imported into
Britain would be only a short-term
measure since nearly two-fifths of
Israeli exports to England will be
affected by it.
During the past year. Israel ex-
ported to Britain some $18,000,000
worth of industrial products such
as textiles, yarns, and plywood.
Other exports worth $30,000,000
consisting of_xitrus and diamonds
will not be affected by the sur-
charge. Israeli trade officials said ,
that Israel might have to look for
new markets by exporting these
products affected by the surcharge.
