Dr. Reuban Kaznelson of Jerusa-
lem represented the Kupat Holim
Amamit of Israel at the interna-
tional convention, and there were
other deelgates from Israel.

The advancement of the Israeli
program attracted the interest
of leaders from many lands after
the report given by Benenson in
Washington. The Israeli leader,

work, which he originally studied

residence in pre-Israel Palestine
and in the Histadrut . activities
since the emergence of the Jew-
ish State.

Benenson pointed out that 350,-
000 Israeli workers — 100,000 of
them government employees—are
benefiting from the i n s u r a
plans. These represent 70 per
t
of Israel's working population, he
indicated.

Benenson pointed out that
while he and delegates from Iraq
were participants at committee
meetings at the Washington con-
vention, there was a cordial spir-
it but the two delegations were
not on speaking terms. While the
general feeling was very friend-
ly to' Israel, Benenson said that
Israel often is deprived of cer-
tain rights, such as holding meet-
ings of world social security ex-
perts, in Israel.

Explaining Israel's progressive
steps towards the advancement of

social security and insurance bene-
fits, Benenson stated during his
visit here that:
"Up to the age of 20 the young
population occupies a larger place
in Israel than in the other coun-
tries included in Table 1. However,
from ages 45 and up, the propor-
tion decreases, and in the groups
60-74 the decrease is very pro-
nounced. The latter group repre-
sents only 7C of the population in
Israel, compared with 14 (,-0 in Eu-
rope and 10% in U.S.A. In the age
-group 75 and over it reaches

"The normal retirement age for
women, is 60 years in Israel. The
group 60 and over represents only

8.5% here, compared with almost
20% in Europe and 14% in the
U.S.A. and New Zealand.
The population in Israel in 1960
was particularly young—about 44%
up to age 20 as compared with 32%
in Europe. The percentage of popu-
lation after retirement age reached
only half of that in Europe and
of the U.S.A. This age structure, of
