JERUSALEM—About a quarter of a million new immigrants have settled in Israel over the past four years. Shlomo Z. Shragai, head of the Jewish Agency's Immigration De- partment, did not seem too im- pressed by this figure: By no means was he ready to minimize its significance. Far from it. Think- ing of the difficulties and the obst- acles that had to be overcome—not to speak of the past funds involved in bringing the new immigrants to the shores of Israel, in provid- ing them with housing and in caring for their absorption—he felt it was a great achievement. Indeed, an achievement the magni- tude of which can hardly be con- vened while much of the story behind it remains untold. - Shragai admits that the prob- em of the sources of immigra- tion is becoming more and more acute. Over the past few years whole Jewish communities in sev eral countries have been transfer- red to Israel and—provided condi- tions do not change and that there is no lack of funds—two more dia- sporas -will be brought to Israel in the next two or three years. But what next? Where will immigra- tion come from then? What about the prospects of immigration from the Soviet Union? Says Shragai: "Only God knows." However, he is optimistic. As to the central problem of Israel's need for more manpow- er — Shragai sees only one source that can provide the answer—the U.S.A.; the largest • Jewish community, rich in botk human and economic resources. In countries of Latin America there is now a marked urge for aliyah, but, for economic reasons, not many have the necessary means. Yet, he says, the number of immigrants from Latin America is four times as high as that from the U.S.A. and Canada combined. Shragai speaks in terms of 50- to 60,000 immigrants from the U.S.A. per year, which he considers feasible but which would require a different and more dynamic approach than that followed hitherto.
