column by Heikal is "generally
considered the most authoritative
reflection of the highest govern-
mental thinking in the United
Arab Republic," Smith wrote.
Heikal stated that Cairo had
achieved military superiority over
Israel, a view that would be con-
tested in the West, but he cited
the following liznitations on the
use of military power:
"Situations in other Arab coun-
tries that prevent Cairo from mov-
ing its forces around Israel as
freely_ as would be necessary in
wartime.
"The power of countries that
=Mort Israel and 'have fleets in
the sea near us and bases that can
have direct results on the battle
and tip the balance at • critical
moments' (the U.S. Sixth Fleet).
"The atomic balance of power
and its impact on the stand of the

of humor, author of a number of
the leading books on various hum-
orous aspects, also has played an
important role as the developer of
humorous themes for youngsters.
Random House, of which he is
president, has just issued a very
small book but one full of entertain-

There are, as examples, a num
ber of ditties by Shel Silverstein.
One of his entitled "The An-

Or there is this one by an an-
onymous writer entitled "The Ele-
phant":

But he takes it wherever he goes.

It is a good, wholesome book
for the young, and the elders will
find in it the entertaining verses
a child wants to hear read or de-
sires to read himself.

entertain them.
With illustrations by Roy Mc-
Kie, this little book is exception-
ally attractive.

ed wrong?" Cerf asks, and the
answer is wrong.
Let that be a mere sample of
the others in this tiny . bin Icharm-
ing work.

To Bennett Cerf and his staff goes
the credit for having introduced a
new series of children's books that
will enhance the youngsters' book-
shelves.
One of the large, very exciting
volumes for the young, is in the
Beginner Books series—a Random
House division.
"The Cat in the He Beginner
Book Dictionary," authored "by
the Cat Himself and P. D. East-
man," teaches the child how to
read. But even those who already
read will find enjoyment in it.
And for beginners this is a verit-
able classic.
There are words and pictures—
and how glorious are the latter, in
many-colored artistic garb!
More than two years was spent
by Phil Eastman to perfect the
pictures, to prepare the designs,
to gather the words, to make this
work a textbook and an enter-
tainer!
The publishers inform us that
more than 10,000 words were pre-
pared for this dictionary, that
9,000 were discarded, that 1,350
were retained to help build up a
vocabulary for the youngsters.
Indeed, as Joan Sher, the dir-
ector of Random House children's
book publicity states, "the tour of
the alphabet has been carefully
planned so that the child is in-
troduced to a new word in terms
of Words he already knows."
In the process, Aaron the alli-
gator performs antics, numerous
characters are introduced, there is
action galore.
Parents will find it most useful
to provide their children with the
Cat as portrayed by 'Eastmzin and
the many hundreds of words that
will build their children's vocab-

ulary.

Bennett Cerf's Random House
projects seem unlimited in the
children's books efforts. There is,
as another example of creativity,
"The Nonsense. Book of Non-
sense," edited by Jay Heavilin and
well ilustrated by Ervine Metzel.
Animals and clowns and, people
are introduced and a number of
able writers are represented.
Some of the seleetions are very
short, some are much longer, but

pers" twister? Well, there are
many such in another great Ran-
dom Beginners Book.
Arnold Arnold collected and il-
lustrated "The Big Book of Twist-
ers and Double Talk." There are
so many twisters here that the

bl talk with which to confuse his
fri ds. Perhaps the young reader
will
d this a way of entertain-
ing •s elders and friends.
A any rate, there is twisting
galore here, and a reviewer will
find it difficult to choose a selec-
tion with which bo illustrate the
book. Here's one:

regime's diversion of funds for ag-
gressive purposes.
An original amendment, offered
by Rep. Oliver Bolton, Ohio Re-
publican, would have made aid
severance affecting Egypt manda-
tory. The State Department ob-
jected that it would "tie the hands"
of the- President in conducting
foreign policy. Rep. James Roose-
velt, California Democrat, submit-
ted - a substiiute amendment that
would have called on the President
to make a specific determination
that any nation receiving "Food
for Peace" was not an aggressor.
The Roosevelt substitute also eli-
minated the naming of Egypt.

ficiary is not an aggressor in or-
der to qualify.
The new wording, approved by
a House vote today, merely says
that no aid should be given under
this act if the President finds a
benefitting country is an aggres-
sor or is using funds from the
United States for purposes inimi-
cal to . American foreign policy.
This makes action by the President
discretionary along the lines of the
previous year's Gruening-Javits
amendment, which has never been
implemented,

The Term 'Gaon

The expression "Gaon" comes
from the Bible where it is . a term
of exaltation as used in the verse
(Psalms 47.5) "He chose our heri-
tage for us, - the great of Jacob
whom he loves." It was used as a
title to denote the head of the aca-
demy in Babylonia in Post Talu-
mudic times. In modern times it
came to be used as an appelation
of honor for an outstanding Tal-
mudic scholar. Most famous of
these was Elijah of Vilna in the
18th Century who came to be
known as the Vilna Gaon. Today,
most ordained rabbis, when ad-
dressing a letter to them, are call-
ed "Harav Hagaon."
