for action, Polk again pointed out
that the Massachusetts ballot, if
used, would prevent a majority of
voters from expressing their prefer-
ences. "Voters would be prohibited
from casting straight party ballot,
as 75 per cent now do," he said.
Filing of the necessary signi-
tures — only 138,000 are required
but Polk and his committees seek
200,000 -- will keep the proposed
ballot from being used in Novem-
ber, he said.

Under the newly proposed bal-
lot to which objections have been
raised by those circulating the
petitions, "identification of party
candidates will be more difficult
since party vignettes will not be
used," Polk said. Persons with pe-
