Negro Leaders Say
Anti-Semitism Among
Negroes is Declining
NEW YORK (JTA) — Anti-
Semitism among Negroes is be-
lieved to be on the decline, ac-
cording to a survey of Negro
leaders conducted by the New
York World ,Telegram and Sun
and made public here. The con-
sensus of the Negro leaders. the
paper said, is that there is a
rising tide of resentment in Har-
lem and in other New York Negro
areas, but it is more anti-white
than anti-Jewish.
Conceding that there has been
a strong feeling of anti-Semitism
among some Negroes who deal
regularly with Jewish landlords
and merchants, the leaders felt
that the Jew is no longer the tar-
get of Negro frustration and that
most Negroes even view the Jews
as allies in their struggle for civic
rights.
Without exception, the Negro
spokesmen interviewed by the
paper took issue with a statement
issued recently by Shad Polier,
chairman of the national governing
council of the American Jewish
Congress, who predicted that "we
are in for a period of increasing
anti-Semitism among Negroes."

tor of the Congress of Racial

Why are there no vowel signs
in the script of the Sefer Torah?
Generally speaking North Semi-
tic scripts have no vowel marks.
Thus, not only Hebrew; but pract-
ically all early Semitic writing
has no vowels. To date there seems
to be no perfectly acceptable the-
ory for this characteristic. Some
feel that the vowels were left to
the local custom to supply. In
other words, the vowel sounds var-
ied according to local dialect, and
thus the script itself omitted,
vowel sounds so that the writing
could be used in many areas, each
of which supplied its own vocal-
ization to the text. In the case of
the script of the Sefer Torah, vow-
el sounds are omitted even today
when we have already accepted a
system of vocalization. The reason
given for this continuance in om-
itting the vowel sounds is that the
Torah is subject to authoritative
interpretation and explanation by
the masters of the Oral Law and
Tradition. Thus, the pronunciation
of the words according to vowel
sounds, in many cases, indicates
the particular interpretation in-
tended by the Almighty as trans-
mitted through Moses. to subse-
quent generations.

When were the vowel signs in-
troduced?
There must have been some
system of pronunciation even in
Talmudic times. The rabbis even
in the early post-Biblical times
seem to have a thorough acquaint-
ance with every phase of Bibilical
texts. This system seemed to have
been limited to an oral tradition.
According to Elias Levita and
others, it seems that in the post-
talmudic period, when it was fear-
ed that the exact form of • pronu-
nciation would be lost, there de-
veloped a system of vowel signs
which came to be used only in
those texts which were not for
official reading in the synagogue.
Then, not one, but actually three
different and independent systems
of vowel sounds developed. These
three were known as the Baby-
lonian system, the Palestinian sys-
tem and the Tiberian system. This
activity t000k place from the sixth
to the tenth century. The three
systems represent the develop-
ments in different regions. The
Babylonian system originated in
the Eastern region, the Palestin-
ian system, in the Southwestern
region and the Tiberian system in
the Northwestern region. It is the
latter system which we use today.

he did not think that anti-Semitism
was "a salient part of the con-
temporary Negro protest." He said
the contemporary scapegoat of
the Negro ghetto was the police
and that there was "much less
anti-Semitism today than 20 years
ago."

Whitney M. Young, Jr., execu-
tive of the National Urban League,

said that although "the Jewish
person bears the brunt of the
resentment against the whites,"
he is not seen as a Jew but as a
white. He said he felt there was
less anti-Semitism today "because
the forces at work hostile to the
Negro are hostile to the Jew
too."
James La w s o n, head of the
United African Nationalist Move-
ment, said that it was not anti-
Semitism that motivated the Ne-
gro. "It just happens black people
