Argentina's Foreign Minister Insists Anti-Semitism There Is 'Insignificant'

gentine Foreign Minister Miguel
Angel Zavala Ortiz, in an exclusive
interview with the Jewish Tele-
graphic Agency, denied that there
eras any significant organized anti-
Semitic campaign in existence in
Argentina. Stating that anti-Se-
mitic expressions in Argentina
were either pro-Arab propadanda
or "lawful instances of free
speech," he said that, in his
_z--, _opinion, the whole question of Ar-
\_ ,;entine and anti-Semitism has been
-- 'magnified" out of proportion to
the actual facts.
The foreign minister, attending
meetings in Washington of the
Organization of American States,
told the JTA: "I will assure all
Jews as well as people of other
races that the Argentine Govern-
ment will not tolerate any racial
discrimination." There existed in
Argentina some Arab propaganda
expressions against the Jews, he
said, but there were also Jewish
propaganda efforts against the
Arabs.
Zavala Ortiz revealed Arab
diplomats have complained to
the Argentine Foreign Ministry
because the country's vice presi-
dent had voiced support of
Israel. The Arab envoys also
"denounced." the new Argen-
dm Ambassador to Mexico, S.
Santander, for being "pro-Israel,"
he said.
The official policy of Argentina,
he added, was "to respect every-
body, Arab and Jew alike." "But,
without doubt, the ones who do
not respect each other are the
Arabs and the Jews," he added.
Questioned about the activities
of Arab League agent Hussein
Triki, he said that Triki had no
diplomatic status and had tried
without success to obtain such
recognition from Argentina. "He
is in Argentina on a temporary
visa and is believed to be married
to an Argentine citizen," the
Foreign Minister said.
Emphasizing that "there is no
campaign against the Jews," Za-
vala Ortiz stated that any mani-
festations—which he maintained
were exaggerated in reports—were
attributable to the previous ad-
ministration.

ment came to power, he said
there were some attacks against
Jews. "But these attacks," he
declared, "were of the same

character as typical street
crimes of individual initiative,
rather than by organized political
forces."
Tacuara, a group he calls insig-
nificant, was notorious for anti-
Semitic expressions but has been
prosecuted by the government and
its unlawful activities punished,
the foreign minister 'said.
Commenting on a recent expres-
sion by a Peronist representative
in the government calling for an
investigation of Argentine Jewry,
he said that Argentina was a free
democracy and all representatives
had a right to express their per-
sonal opinions and submit legis-
lative proposals they feel are
needed. "There are all shades of
opinions," he said, "but the opinion
of the government is one already
expressed: Complete respect and
effective protection of all races
and all faiths."
As an example of the regard of
the government for Jewish citizens,
he cited the participation of the
Grand Rabbi in official events. He
recalled that last July 9, the rabbi
participated as "a special guest of
the government in a cathedral high
mass and military parade cere-
mony" along with ministers of
the Protestant and Catholic faiths.
"I can asssure you that, if
if there is someone against pre-
judice in Argentina, it is the
leaders in the present govern-
ment," he said.
Reflecting on his own contacct
with Jews, he said that, through-
out his life, he has been concerned
with the defense of minorities. He

most important Jewish center of

unknown intention. They have less
significance or frequency and or-
ganization than instances of street
robberies in any community. They
represent more the forms of in-
dividual delinquency than of ex-
tremism."

Explosion in Buenos Aires Building
Used for Anti-Semitic Propaganda
BUENOS AIRES (JTA)—Brig.
Gen. Gilberto Hidalgo Oliva, a re-
tired Air Force officer who has
been prominently identified with
anti-Semitic movements in this
country, announced he had sent a
telegram to President Arturo Illia,
accusing "Zionism" of having main-
tained an armed headquarters
"ready to carry out a sinister plan"
for subversion.
Gen. Oliva linked his latest
anti-Semitic canard to the fact
that a building on Posadas Street,

a Jew, named Isaac Tesler. The
apartment where the explosion
occurred had apparently been used
as an arsenal by Castro Communist
circles here, according to police.
However, Oliva called a press con-
ference to tie the explosion to
"Zionism."

Federal Police Chief Nicolas
Rodriguez announced that he is
hunting for "left-wing terrorists"
as suspects reponsible for the ex-
uplosion.

The CJC leaders added that they
had been informed that the Royal
Canadian Mounted Police had in-
vestigated the problem and sub- 1,
mitted a report on their findings I [
to the Justice Minister. "We feel
strongly that it is now up to the
Minister of Justice, on the basis of
the facts received, either himself
to authorize prosecutions, if in his
judgment the present laws are ade-
quate, or to proceed to introduce
amendments to the Criminal Code,"
the CJC leaders caid.
They drew attention to the fact
that such amendments had been
proposed "by broadly based and
representative or g a n i z a t ions
throughout Canada, including the
Canadian Legion, the National
Council of Women, the Canadian
Labor Congress, the United Church,
and others."
The statement recalled that
there had been a recent public
"outcry" against the publication of
crime comics and that such pub-
lication was outlawed by legisla-
tion. The Jewish leaders asserted
that "we and many others regard
hate propaganda as at least as in-
jurious and offensive as crime
comics, if not more so, and cer-
tainly as properly subject to simi-
lar sanctions."
The CJC officials also said that
the statements by Magistrate Bick,
and by the Attorney General "have
only emphasized the need for
legislation, for police authorities
are powerless to act without proper
legislative authority. The next
move is up to the Federal Govern-
ment and Parliament."

Canadian Jews Suggest Prosecution 1:
for Distributrs of Hate Material

MONTREAL (JTA)—The Cana-
dian Jewish Congress urged Cana-
dian authorities either to prosecute
distributors of hate material under
present law or act to strengthen
existing laws to make such prose-
cution possible.
The statement was Issued by
Sydney M. Harris and J. S. Midanik
for the National and Central
Region Community Relations Com-
mittees of the Canadian Jewish
Congress. It summarized the out-
come of meetings of CJC leaders
with such Canadian authorities as
Attorney General Wishart and Jus-
tice Minister Guy Favreau follow-
ing the flooding of major Canadian
cities with anti-Jewish and anti-
Negro material.
