rael and Jordan, which are within
the framework of that plan.
"We will continue economic as-
sistance to the peoples of the
Near East but we will insist that
our assistance be used for de-
velopment to raise living stan-
dard and not to finance prepara-
tions for aggressive war.
"The peace of the Near East is
menaced by the reckless Soviet
arms shipments to Egypt and
other Arab states, by Egypt's ex-
pansionist policies and persistent
Arab threats to destroy Israel. To
avert new hostilities and to en-
sure stability we will take meas-
ures to prevent an arms imbal-
ance and to integrate Israel into
our defense system so that she
may be strong enough to defend
herself and to deter attack."

Anti-Israel testimony by a
former U.S. Ambassador Tues-
day drew a sharp response from
members of the platform com-
mittee.
The witness, Harold B. Minor
of the Citizens Committee on
American Policy in the Near East,
called for an "impartial" Near
Eastern policy, elimination of the
traditional Arab-Israel peace
plank, and attacked Israel on the
Jordan River diversion and Arab
refugee issues.
Rep. Silvio 0. Conte of Massa-
chusetts indicated that Minor was
hypocritical in asking "impartial-
ity" and termination of "partisan"
considerations when he simultan-
eously took liberty to single out
Israel for blame. The Congress-
man asked the witness why he
didn't find fault with President
Nasser's United Arab Republic
for purchasing Soviet jet bombers
to threaten Israel. He said the
witness asked the committee not
to inject the Israel issue into
domestic policies but had injected
one-sided anti-Israel allegations.
Minor replied that American
influence with Nasser had im-
proved and that the platform com-
mittee did not have all the facts
of the situation. Rep. Conte re-
plied that as a member of Con-
gress who serves on the foreign
aid subcommittee he felt in pos-
session of first hand information
regarding the Nasser regime's
threats to peace. He made clear
that he felt Minor's testimony to
be biased.
Questions also arose from the
platform committee on why
Minor, in view of his injection of
anti-Israel issues, did not also
cite problems like the continued
presence of Egyptian troops in
Yemen. He replied that it would
not be in the American interest
to do so.
Delegate William Wright of
Nevada asked Minor how he could
claim impartiality when he sought
to blame Israel for her water de-
velopment program. Minor re-
plied that the water diversion
scheme was a threat to peace.
Minor is a former American
ambassador to Lebanon who
served 30 years in the State
Department.
He was supported by Dele-
gate Victor Hruska of Florida.
Anti-Zionist testimony by Wil-
liam Louchheim of the American
Council for Judaism alleged that
politicians who sought Jewish
votes through pro-Israel policies
were acting on a false assumption.
He excited no unusual interest.
However, Rep. Frances Bolton,
Ohio Republican, applauded vigor-
ously to show her approval.
Louchheim advocated actions to
force Zionist agencies in the
United States to be registered by
the government "to protect
United States citizens from unwit-
tingly serving a political and for-
eign nationality cause, when they
believe they are advancing reli-
gion or philanthropy." He also ad-
vocated prevention of alleged ef-
forts of what he described as an
Israeli-Zionist conspiracy to "con-
quer the communities" of United
States Jews.
Louchheim charged that, since
1924, the United States has fol-
lowed a policy of "omissions or
acquiescence" in response to Zion-
ist activities. He said that candi-
dates for public office falsely as-
sumed that the "voting habits of
Jewish citizens in American elec-
tions are predicated upon a prom-
ise of political support for Israeli
projects."
Statements were made on the
Israel policy issue by Norman
Raies, spokesman of the Cedar
Society, an organization of Ameri-
cans of Syrian-Lebanese ancestry.
U. S. Sen. Jacob K. Javits and
Sen. Kenneth B. Keating, New
York Republicans, along with Sen.
Hugh Scott, Pennsylvania Repub-
lican, who is a member of the
platform committee, have indi-
cated that they will support the
proposed pro-Israel plank in tes-
timony. Ogden Reid, f o r m e r
United States Ambassador to
Israel, a New York Republican
now in the House of Representa-
tives, also will testify.
Brock Maisland will testify on
behalf of the American Jewish
Conference on Soviet Jewry.
Testimony on various other sub-
jects of Jewish interest were of-
fered by Daniel Neal Heller, na-
tional commander of the Jewish
War Veterans of the United
States; Mrs. B. Abbott Goldberg,
of the National Council of Jewish
Women; I. L. Kenen, of the Amer-
ica-Israel Public Affairs Commit-
tee, and Bernard Katzen, of the
National Republican Committee.

U Thant to Visit Middle East
During African Summit Parley
UNITED NATIONS, N.Y. —..
Sec. Gen. U Thant said here
Wednesday that he intends to visit
the Middle East before the next
session of the General Assembly,
which is to convene this year in
November and made it clear that
by "Middle East" he meant spe-
cifically Israel and its neighboring
states.
Thant revealed that plan at a
general press conference here
when he was asked whether in view
of the fact that he will be in Cairo
in the next two weeks, and since
there have been renewed shootings
on the Syrian-Israeli border, he
Would visit also Damascus and
Jerusalem. His trip to Cairo is to
be only one stop in a 15-day tour
on which he is to leave next week.
In Cairo, he will •attend the summit
meeting to be held there by African
states.
In answer to the query about
a possible visit to Damascus and
Jerusalem, he said "It will be
very difficult for me to extend
my itinerary and fit into my
available time any other visits.
But is is my intention to visit
the Middle East before the next
session of the General Assembly."
Thant was asked whether the UN
would take action in the case of one
member supplying arms to a second
for the purpose of attacking a third
member. The question alluded to
the furnishing of arms by the So-
viet Union to Arab States intending
to attack Israel. He replied that
the question could be answered
only if specific instances were
mentioned and that in any event
such issues should be brought "be-
fore the proper organs of the UN
Nations."
He was asked whether he would
apply to the Middle East the
general principal which he enunci-
ated earlier in connection with
Southeast Asia that all disputes
should be settled not by war but
by the use of diplomatic moves
toward conciliation.
He replied, "I hate to generalize
on such an issue to apply this ap-
proach all over the world. Of
course for the Middle East there
are various decisions by various
organs of the United Nations."
