JERUSALEM (JTA) — The
board, of governors of the Tech-
nion — Israel Institute of Tech-
nology — indicated that the total
of new undergraduates and gradu-
ate students at the Institute would
be frozen at this year's level of
800 for the next academic year.
The indicated reason was a "cri-
tical financial situation." The board
approved a 19,600,000 pound
($6,630,000) operational budget
for the year and another 10,600,-
000 pounds ($3,530,000) for de-
velopment. Construction of an ad-
ditional 16 buildings was envisaged
during the next. four years. The
Institute's accumulated deficit was
listed as 6,000,000 pounds ($2,000,-
000).
Member of the board expressed
their concern over the freezing of
the number of undergraduate and
graduate students at the Technion
and placed on record the conse-
quences of any government failure
to participate to the extent of at
least 70 per cent in the Technion's
operating budget.
The failure to do this "would
create a situation where the Tech-
nion would, without any doubt
whatsoever, find itself in the posi-
tion of being unable to meet the

expansion of industry," the resolu-
tion stated.
The board also passed a resolu-
tion urging the government to set
up a special commission to investi-
gate the whole subject of higher
education in Israel in all its as-
pects, and stated its conviction
"that there is an urgent need to
take measures of planning and co-
ordinating so as to prevent the
possible dangers of lack of co-
ordination and wasteful redund-
ance in this field."
The board of governors "views
with favor the proposal to estab-
lish an Institute of Applied Re-
search, situated in Technion City"
and endorsed construction activi-
ties which will see the addition of
another 16 buildings to the Tech-
nion City campus over the next
four years.
Later, members attended the
ground breaking for International
House, a new student hostel at
Technion City. Y. Almogi, - minister
of housing and development, Gen-
eral Y. Dori, president of the
Technion, staff members and stu-
dents from Israel and abroad also
attended.
The new hostel will be corn-
prised of four interconnected build-
ings with 200 rooms, in which 400
students will live. When completed,
the new hostel will nearly double
the present population of the dor-
mitories at Technion City, bring-
ing it to a total of over 900 stu-
dents.
Residing in the new Interna-
tional House will be students from
the developing countries, Latin
America, Africa, new immigrants
and Israeli students.

Mrs.
Herbert H. Lehrman has given
Williams College here an endow-
ment gift of $1,250,000, income
from which will be used to pro-
vide scholarships for students as
a memorial to her late husband.
This is the largest gift ever re-
ceived by the college from an in-
dividual.
Gov. Lehman, a Williams College
graduate of the class of 1899, had
long taken an interest in his alma
mater. As part of the memorial to
Mr. Lehman, the college's presi-
dent, John E. Sawyer, said he
would meet each year with recipi-
ents of Lehman scholarships and
tell them of his service to the col-
lege and the nation.
Last January, Mr. and Mrs.
Frank Altschul of Stamford, Conn.,
gave the college's 175th Anniver-
sary Fund $500,000 to establish a
new professorship at Williams in
memory of Mr. Lehman. Mr. Alt-
schul is the brother of Mrs. Leh-
man, the former Edith Altschul.
Mrs. Altschul is Mr. Lehman's
niece.
