It was opened by top officials of the Israel Government, the Jewish National Fund. and the General Federation of Labor. In the words Levi, vice president of the Union, said that it was 20 years since the end of the war in Italy and "the majority of the communities should be ready to pay for their schools." In a report to the conference, Dr. Augusto Segre, head of the education department of the Un- ion, said that the number of pupils in Italian Jewish schools had in- creased by 15 per cent in the past three years to a total of 2,856. He said, however, that the Italian Jewish community was still not aware of the importance of instill- ing Jewish values in the new gen- eration. Rabbi Elio Toaff, chief rabbi of Rome, proposed that the scope of the Rabbinical Colege here be en- larged to serve as a Higher In- stitute of Jewish Studies to in- struct not only future rabbis but all Jews wishing to engage in Jewish studies. Rabbi Toaff also urged that future rabbis round out their training by spending a year in Israel. The conference delegates, which included rabbis, educators and communal representatives, adopt- ed a number of resolutions aimed at improving the conditions of the Jewish schools and teachers and raising standards. Noting that Britain was keeping in close touch with its allies on questions pertaining to stability in the Middle East, the foreign secretary said, however, that he regarded the United Nations as being primarily responsible for the maintenance of peace in the region and if there was any threat to peace in the area, the govern- ment would consult the United Na- tions and take whatever action they thought was needed. Minister of Labor, the road was "a miracle highway, a road of roads, and one of the greatest engineering operations in road-building that Israel has ever known." In addition to opening travel from Arad to the Dead Sea and easing transport of minerals from Sodom to the Mediterranean, the highway is an integral part of the traffic artery, which will ultimately join Metulla and Eilat via the Arava, and thus connect the Red Sea with the Mediterranean from port to port. Ambassador Tsur, World Chairman of the board of directors of the Jewish National Fund, stressed the future importance of this new road, which, he said, "brings the Arad region into the scope of Israeli civilization." ; House Hearings Held on Immigration Law WASHINGTON (JTA) — Hear- ings on pending immigration legis- lation began here before the House Judiciary Committee's sub- committee on immigration and na- tionality with testimony by Rep. Emanuel Celler, New York Demo- crat, who is chairman of the com- mittee. Favoring the abolition of the 40-year-old National Origins Quota System, Cellar expressed support for the administration's bill ori- ginated by the late President John F. Kennedy. The bill would cut each coun- try's immigration quota by 20 per cent for each of the five years un- til they are eliminated entirely. The immigration numbers thus freed would go into a general pool and would be allotted on a first- come, first-served basis with pri orities favoring skilled persons and members of separated families. Northland Center ■ •• ••• NMI WI `Pope Didn't Denounce Atrocities for Fear of Displeasing an Ally' WASHINGTON—Pope Pius XII felt he could not specifically de- nounce Nazi atrocities without also naming those of the Communists and thus displeasing the Allies in World War II, it was learned in a release of diplomatic documents by the U.S. State Department. The New York Times reported that Pope Pius XII comments to the United States in 1943 were made in a talk with Harold H. Tittmann, then assistant to the President Franklin D. Roosevelt's personal representative to the Vatican. According to Tittmann, "The Pope stated that he 'feared' there was foundation for the atrocity reports of the Allies but led me to believe that he felt that there had been some exaggeration for purpose of propaganda." Other diplomatic documents al- ready had been disclosed that the United States, through President Roosevelt's personal Vatican rep- resentatives, joined other govern- ments in urging the Pope to speak out against the "incredible hor- rors" committed by the Nazis against Poles and others as well as Jews. Conservative MP Eric Johnson said that the Egyptian govern- ment should be made aware that aggression would have more seri- ous repercussions than a resolu- tion before the Security Council which could be vetoed. Labor member Sidney Silver- man charged in the Commons de- bate that Egypt was being re- armed by the Soviet Union and was preparing for war against Is- rael while other Arab states were also being rearmed by Britain.
