A Talk W ith Nehru

JERUSALEM —"While Nehru's
hostile attitude towards Israel can-
not be justified, there is no doubt
that he was one of the greatest
statesmen of our generation"—
said David Ben-Gurion in a state-
ment issued here upon the death
of the Indian leader. Nehru, one
assumes, might have taken excep-
tion to the first half of that state-
ment; as indeed, on a number
of occasions, he rejected the no-
tion that in his actions vis-a-vis
Israel he was guided by an anti-
tsrael feelings and, least of all,
hostility.
The fact, of course, remains that
if 16 years after the establish-
ment of the State of Israel, no
diplomatic relations exist between
the two countries it is because of
Nehru. At least on two accasions
Nehru, in meetings with high
Israel officials, promised that dip-
lomatic relations would be est-
ablished—at one of them a date
was even set—but the promises
were never kept.
This was some years ago and
since then the Indian attitude to-
wards Israel has even hardened as
witness the recent statement by
New Delhi supporting the Arab
stand vis-a-vis Israel's National
Water Project, or the cancelation
of the Israel Independence Day
reception in New Delhi under the
informal pretext that it should
have been held in Bombay, the
seat of Israel's Consul.
However, in private talks Indian
leaders would be at pains to stress
the difficulties involved in their
relations with Israel, difficulties
stemming from the pressure exert-
ed by the Arab countries and by
the concern over a possible re-
action from India's Moslem pop-
ulation.
Israel's Minister of Labor,
Yigal Allon, visited India some
weeks ago. Allon, who heads the
Israel-India Friendship League
here and who maintains close
friendly relations with the Nehru
family, was to have met Mr.
Nehru. However, the meeting
had to be canceled because of
Mr. Nehru's illness.
Allon met Nehru five years ago.
Their conversation then lasted
over an hour and the details of
that meeting, which can now be
revealed, may discern something
of the "complexity" of Nehru's ap-
proach to Israel.
Nehru displayed a surprising ac-
quaintance with the Israel scene,
Among other things, he inquired
about the position of the Kibbutz
which he termed one of the great-
est experiences of modern times
and, when told that fewer people
are now joining Kibbutzim than
before, he said: "The Kibbutz must
not disappear. It would be a great
loss to the world and especially
to Asia."
When the conversation turned
to the Arab-Israel problems and
Mr. Allon, stressing Ben-Gur-
ion's readiness to meet the Arab
leaders to discuss a settlement,
observed that unfortunately there
appear to be no prospects for
such a meeting, Nehru asked:
Why are you so pessimistic?
Unlike myself, you are still
young .. .
Regarding his attitude towards
Israel, Mr. Nehru then told Allen:
"I confess that in the past I negat-
ed Zionism in which I saw an in-
justice to the Arabs . . . I believ-
ed that Palestine should remain
Arab. However, in the meantime
I changed my mind. The holo-
caust that over took European
Jewry and the grand work of up-
building performed by you, con-
vinced me that Israel should exist
as a Jewish State; that Israel
should exist first because she is
an established fact; secondly, be-
cause Israel is a member of the
United Nationals and thirdly, be
ish women wear one because of
a restriction which prohibits a
woman from displaying her own
hair in public. The reason for the
prohibition was a matter of mod-
esty in public life. There was a
genuine concern regarding the
possibility of women arousing the
instincts of other men with their
beautiful hair. Our own modern
sex crimes which are rising at an
alarming rate should be sufficient
to make us understand the motives
of the authorities who originally
prohibited a Jewish woman from
displaying her own hair in public.
Some authorities considered it per-
missible for her to wear this wig
so that the hair she displayed
would not be her own. It is inter-
esting that some authorities did
not consider the wearing of a wig
sufficient and required women ac-
tually to cover their hair in public,
if they were to observe the full
measure of required modesty. Cur-
rently, -the matter will now vary
with custom-either the custom of
the locality, or the custom which
the individual woman inherits
from her own mother or from the
religious community where she has
been so trained. We will thus find
some women wearing these wigs,
while others do not consider them
sufficient and constantly wears a

cause the Jews have a right to a
State of their own" .. .
Nehru then added that indeed
India has an interest to see Israel
flourishing in the Middle East.
Finally, when Allon touched on
the question of India's establish-
ing diplomatic relations with
Israel. Nehru said: "I confess
that we erred. We should have
1950 immediately following our
recognition of the State of
Israel. Had we done this we
would have killed two birds with
one stone. In the meantime, mat-
ters got complicated and the
question of the establishment of
diplomatic relations became an
unhealthy one for both sides."
This conversation took place
five years ago. Nothing that fol-
lowed in the course of these years
could serve to show an intention
On Nehru's part to correct the
"error."
Would he eventually have set
the course right?
Will the "error" be corrected
by the leadership that will now
follow his departure?
The Ideal Jew

The Psalms of the Bible are
prayers of one kind or another.
They were composed by Israel-
ites for Israelites. Whatever be
the specific circumstances of
their origin, their Sitz im Leben,
they became associated with
services in the Temple. As with
sacrifices, prayers were unac-
ceptable to God in partial ful-
fillment of the requirements of
the Covenant and of the wor-
ship of Him unless the worship-
per had fulfilled the rules and
regulations of the Covenant in
the realm of man's obligation
to man, i.e., unless the wor-
shipper came with clean hands
and pure heart. Sacrifice and
prayer, the essential aspects of
the worship of God in the Tem-
ple, were meant for Israelites
alone; non - Israelites did not
enter the Temple to worship the
God of Israel. So that the term
"Who" in Psalm 24 v. 3 ("Who
may ascend . . . who may
stand . . ?") can only mean
"Which Israelite"; and the
whole content can mean only,
and exactly as Isaiah and Amos
and the others had conceived
it: Which Israelite may enter
the Temple to worship the Lord,
and be reasonably confident
that his sacrifice and prayer
will be acceptable to the Lord?
He who has first fulfilled the
laws of the Covenant with God
for far as his fellow countrymen
are concerned. The ideal Israel-
ite in the Bible, worthy of "re-
ceiving blessing from the Lord,"
is he who, innocent of any
wrongdoing against his fellow
countryman, comes to the Lord's
house to sacrifice and to pray
to Him.
