The Pen and Pencil, 205 East 45th St. has a very simple menu — their stock in trade is steak in various sizes and conditions, but it is all good . . . Really good, cuttable (if we may coin a word) with a fork. AS USUAL, WE could not resist a trip to Philip Rosen's Chambord, 803 3rd Avenue ... Here is a place reputed to be one of the swankiest restaurants in the country, and yet the manner is so completely informal, the personnel so charm- ing, that one might very well be in the neighborhood beanery talk- ing to Joe and Irene . .. The only difference is that the Chambord has especially good food and re- markable handsome prices ...
