German Rocket Expert Says Nasser Enabled to Send Satellites Into Orbit

COLOGNE (JTA)—A West Ger-
m a n rocket specialist asserted
here that the aid he and other
West German scientists were
giving to Egypt could enable
Egypt to put satellites into orbit.
Prof. Wolfgang Pilz, who is
under contract to the Cairo Gov-
ernment, made the statement in
a television interview. He also
said that the scientists were giving
Egyptian technicians instruction
-in rocketry and electronics. Dr.
Pilz worked on rockets for the
Nazi regime during World War II.
He reported that West German
research could enable Egypt to
orbit satellites and send space
craft into "other solar systems"
but he did not say that the Egyp-

tians planned to go ahead with
such space efforts.
Dr. Pilz denied that he and
other members of the team of
German. scientists in Egypt
were working on atomic, bac-
teriological or chemical weapons.
He also said that none of the
17 members of his team, cred-
ited with .developing the Egyp-
tian Conqueror rocket, had a
shady political past. He denied
specifically that he had ever
been a member of the Nazi
party.
Asked whether he did not con-
sider it improper to be working
for -a government which has re-
peatedly threatened to unleash
aggressive war against Israel, Dr.

crime which "is color-blind and
perpetrated by people, not by
color." He insisted the goal of the
Maccabees was also to protect
Negroes in the area.
The patrol was started after a
number of Jewish residents in the
area had been mugged and beaten.
The Maccabees operated four
radio-equipped cars, each manned
by six unarmed young men, patrol-
ing from 8 p.m. to 5 a.m.
Previously an announcement
had been made that the New York
State Legislature would launch
an investigation into the mug-
gings, assaults, robberies and other
forms of violence directed against
the Hassidic and other Jewish resi-
dents of the Crown Heights sec-
tion. Anthony P. Savarese, Jr.,
chairman of the New York State
Assembly Committee on New York
City Affairs, said that he was
aroused by the reports of the radio
patrol cars.
The crime wave in the area was
brought to a head last week-end
when Miss Charlotte Lipsik, a Jew-
ish school-teacher returning home
about midnight, was raped and
murdered in the self-service ele-
vator of her apartment house. The
murder occurred on Friday night
while the radio car patrols set up
by the Hassidic group were being
manned by non-Jews because of
the Sabbath.
The Rev. Bryan Griswold, the
white rector of the predomi-
nantly Negro St. Mark's Epis-
copal Church, who led a group
of white and Negro Christians
manning the patrols on the Jew-
ish Sabbath, said that the mur-
der "obviously points up the

need for something like the
patrol force and I would not
think there would be any thought
of disbanding now."
Assaults on a Staten Island
Ferry and in subways aggravated
the critical situation. A 16-year-
old Jewish boy was among those
severely beaten.
The citizens radio car patrol
is being expanded into an inter-
faith interracial project, Rabbi
Schrage said Wednesday.
The reorganization was decided
on after a closed meeting of Pro-
testant, Catholic and Jewish lead-
ers with civil and political officials
attending. The first change will be
in the patrol's name.
Called the Macabees since its
formation two weeks ago, it is
now the "Citizens Community
Patrol."
Rabbi Schrage and eight other
Hassidic rabbis attended the clos-
ed meeting. The 40 Brooklyn
community leaders present includ-
ed Bishop F. D. Washington, a
Negro who volunteered to take
charge of the patrol's operations
during the coming Sabbath. A 10-
member steering committee was
named at the meeting to direct
the reorganization. The committee
was instructed to get more radio
equipped patrol cars. The Mac-
abees have been operating five
cars manned by unarmed Hassidic
Jews obtained through donations.
Rabbi Benjamin Kreitman, a
Macabee official and rabbi of
the Brooklyn Jewish Center, who
was chairman at the meeting said
that the reorganization demon-
strated that the patrol "can in no
way be called a vigilante group
nor may it be said we are direct-
ing our activity toward any par-
ticular ethnic group."

Pilz insisted that "my work in
Egypt is not directed against Israel
in any way." He argued that his
work in Egypt differed little from
that of other West Germans ad-
ministering and implementing the
West German foreign aid programs
in Egypt.
He said on the program, which
was recorded in Egypt, that he
was not planning to return to
West Germany in the foreseeable
future because he did not feel
that "my personal safety has been
sufficiently guaranteed by West
German authorities." This was a
reference to a number of bomb
attacks to which he and other
West German rocket experts have
been subjected of recent years.
The experts contended that the
attacks were instigated and car-
ried out by Israeli agents although
an official of the West German
Justice Ministry has denied this.
Several hours before the pro-
gram was telecast, Karl Gunther
von Hase, the West German
Government press secretary, re-
iterated it was his government's
intention to "find a solution" to
the problem of the activities of
the scientists and technicians
in Egypt.
He said any such solution must
not infringe upon the basic consti-
tutional rights of West German
citizens and "under no circum-
stances" should be directed at a
specific group of people. He added

that the West German Government
had no evidence whatever that
the scientists and technicians were
involved in the development of
atomic, bacteriological or chemical
weapons.
He appealed to "the countries
and governments involved" to
show
"understanding for the
problem of the presence of scien-
tists and technicians in Egypt for
the federal government." T h e
Israel Government has several
times severely criticized West
German for its lag on acting on
the issue.
Von Hase said the West Ger-
man Government would do every-
thing possible to find a "fair
solution to this problem." The
statement was seen as indicating
that though the Bonn Govern-
ment was preparing to take action,
the nature of the action has not
yet been determined.

Smearer of Swastikas
Gets 30 Days in Jail

NORWALK, Conn. (JTA) —
Harold Fahy, who was found guilty
of willfully injuring public prop-
erty when he painted swastikas on
a synagogue here in 1960 and who
won a new trial in an appeal to
the U.S. Supreme Court last De-
cember, was sentenced to 30 days
in jail in Bridgeport Superior
Court after he pleaded guilty to
the lesser charge of wilifull in-
jury to private property.
Fahy, 23, and a companion,
William • Arnold, had originally
been found guilty of smearing
swastikas on Beth Israel Syna-
gogue here in February 1960. The
pair appealed the conviction on
grounds that inadmissable evid-
ence had been used against them.
Arnold later dropped his appeal
and served' a 60-day sentence.
Fahy, however, continued his
appeal which resulted in the U.S.
Supreme Court setting aside the
conviction last December. Upon
his arraignment for a new trial,
Fahy decided to plead guilty to
the lesser charge.
