Slowdown by Postal, Revenue Staff
Disrupts Daily Life, Trade in Israel
TELAVIV — The week-long "go
slow" strike of postal workers and
revenue officials continued this
week with widening disruption of
trade and social life throughout
Israel as officials of the strikers re-
jected appeals to end the crippling
tactics.
Business mail was not distributed,
and millions of postal items were
piling up at the main post office.
Persons seeking to send cables
were warned of delays of up to
eight hours. Delivery of incoming
cables also was delayed. Social in-
vitations were being received days
after the. functions were held .
Attempts at the offices of the
Histadrut, Israel's labor federation,
to end the slowdown in the post
offices were fruitless, and postal
officials decided Monday night to
continue their slowdown.
A similar decision was adopted
by revenue office officials who de-
fied a government warning to re-
sume normal working activities be-
cause of the heavy losses in govern-
ment revenue.

Shoskes, Jewish author, economist
and since 1939 a member of the

May 6. He was 73.
Born in Bialystok, Poland, he
obtained degrees from the Uni-
versity of Kharkov, Russia, and
the University of
Brussels. He was

Cooperative Bank
in 1921-23, and,
after coming to
the United States
in 1939, honorary

books. His latest work, "Jews
Throughout the World," is sched-
uled for publication in Yiddish

age 61. Born in Germany, Dr.
Freudenthal came to the United
States in the early 1930s and
founded Transcontinental Music
Publications, which became one
of the leading publishers of Jewish
liturgical music in the world.

Eshkol's Visit to U. S.
Elaborate preparations are now being made in Washington to
assure Israel's Prime Minister Levi Eshkol that he is really a welcome
guest of President Johnson when he comes on his state visit to this
country . . . And everything points to the fact that the Eshkol visit
will be an event of major importance in the American-Israeli relations
not only for the near future, but for a long time to come .. . Important
personalities in Washington stress the fact that this is the first time
in the existence of Israel that an Israeli Prime Minister has been
officially invited by the President of the United States to come to
Washington on a state visit . . . They point out that, while Israel's
former Premier David Ben-Gurion has conferred with President
Kennedy, it was a kind of "back door" conference which was not of
a formal nature . . . This is not the case with Mr. Eshkol's visit which
is formal and public . . . It is the first invitation extended by a
President of - the United States to the head of the Israel Government
. . Special importance is attached to the Johnson-Eshkol meeting
because of the similarity in the temperament of both statesmen . . .
It is noted in Washington that Premier Eshkol is, like President
Johnson, a person able to negotiate matters quitely, without undue
excitement, and without provoking any irritation . . . They achieve
their purpose not by throwing their weight, but by understanding the
interests of all parties involved . . . This being the case, it is taken
for granted in Washington diplomatic circles that there will be . a
good deal of sincere and long-standing personal understanding
between President Johnson and Premier Eshkol when they get to
know each other during the Washington talks . . . This is considered
as being very important, inasmuch as it is anticipated that Johnson
will be President of the United States for at least another eight years
. . . Eshkol, too, is excepted to retain the Premiership for that many
years . . . Hence, the personal friendship between President Johnson
and Mr. Eshkol which will develop during their forthcoming talks in
Washington may go a long way in cementing American-Israeli relations
and understanding.
The Washington Talks
Washington officials are interested primarily in discussing three
points with Premier Eshkol . . . One is the Arab refugee problem,
for whch President Johnson would like to find a resolution . . . The
second is Israel's water development plan . .. The third is the placing
of Israel's nuclear reactors for peaceful purposes under international
supervision . . . On all these three problems Premier Eshkol will be
sounded out in his talks with the highest U.S. officials in Washington
. . . The Israeli Premier will, on the other hand, emphasize Israel's
security, the desalination of sea water and the situation in the Middle
East . . . He is expected to raise the security queston with President
Johnson in the light of Nasser's often-repeated threats of war against
Israel, accompanied by practical preparations . . . He will not ask
for another U.S. loan to Israel, but he will discuss Israel's economic
capacity to bear the heavy burden of defense alone at a time when
Arab countries are receiving armanments gratis from the Soviet Union
. . . On the desalination question, Eshkol is expected to discuss with
President Johnson how to put on a practical footing the President's
pledge for U.S. cooperation with Israel in efforts to harness nuclear
energy for converting sea water into fresh water . . . He will emphasize
that Israel needs desalinated water more than most countries and
faster than most countries . . . He will also stress the fact that Israel's
nuclear research work at Nahal Sorek and Dimona has provided the
country with a number of experts capable of tackling the project .. .

the possibility of the Eastern and Western blocs coming to an under-
