Hoggan, American historian who in his book "The Enforced War" makes some complimentary ref- erences to Hitler, arrived here to find his German tour in disarray. The Rhine-Ruhur Club cancelled the lecture which Hoggan was scheduled to give at a ceremony in his honor. He was to have been given the Leopold von Ranke prize of historical research, which has been postponed. Politicians and newspapers in Germany and abroad protested the announcement of the award. Hoggan received another prize from the neo-Nazi Society for the Promotion of Historical Re- search. The lecture was cancelled, ac- cording to the club, to avoid mis- representation and consequent damage to Germany's reputation, but the group said it felt the in- tent of the planned discussion of war guilt, meant to be objective, had been misconstrued and distort- ed. At a meeting of the Organiza- tion of Democratic Resistance fighters, speakers attacked the "counterfeiting" in Hoggan's book, and Dr. Jelmuth Kruasnick of the Munich Institute of Contemporary Literature said he had discover- ed in the book a large number of falsehoods which attempted to exonerate Hitler's policy.
