ADL Group Urges
Filibuster's End
i ii Civil Rights
One hundred Jewish business
and civic leaders from 30 states
urged the Senate not to permit
the civil rights debate to become
"a race between the patience of
Senators facing a filibuster and
the impatience of Negroes await-
ing long overdue rights." Speak-
ing for the group, playwright Dore
Schary, national chairman of the
Anti-Defamation League of Bnai
Brith, declared that if the Senate
leadership permits the debate "to
be extended beyond reason the
effect will be to bring strife and
violence into every major city of
the nation this summer."
The group met in the Bnai Brith
Building in Washington and con-
ferred in the Indian Treaty Room
of the White House Annex. They
were addressed by Senator Abra-
ham J. Ribicoff (D-Conn) and
Senator Jacob K. Javits (R-NY),
Lee C. White. Associate Counsel to
the President, and Nicholas deB.
Katzenbach. Deputy U.S. Attorney
General. Gerald W. Siegel, vice-
chairman and counsel for the
Washington Post. presided.
Senator Kenneth C. Keating
(R-NY) was host at a luncheon for
the New York contingent headed
by Maxwell M. Rabb, secretary to
the Cabinet in the Eisenhower ad-
ministration. An afternoon session
held in the New East Wing of the
Capitol was addressed by Schary,
Senator Hubert H. Humphrey (D-
Minn), Senator Thomas H. Kuchel
(R-Cal), and Henry Edward Schultz.

Washington Reverberations
Jewish leaders are watching with utmost interest the develop-
ments in the House Judiciary- Committee which has been turned into
a battlefront by elements requesting the return of prayer and Bible-
reading to the public schools . . . The House leader in the religion-in-
the-schools fight, Rep. Frank Becker, New York Republican, intro-
duced a proposal for an amendment to the U.S. Constitution which
would in effect nullify the decision of the U.S. Supreme Court 'ban-
ning prayers and Bible-reading in classrooms . . . Backing his pro-
posed amendment are a substantial number of members of the House,
both Republicans and Democrats, hailing from 33 of the 50 states . . .
There is little fear among Jewish organizations—and all Jewish
groups 'support the Supreme Court decision against prayers in the
public schools—that Congress may adopt this year any Constitutional
amendment as requested by those who want to turn the clock back
. . . This is because the battlefield on school prayer is now largely
confined to the House; the Senate front is quiet . . Also because an
amendment to the Constitution must be sent for ratification to the
states—a matter which takes time . . . However, Jewish organizations
are deeply concerned over the emotional discussions which might be
fanned over this very sensitive issue .. . Professional anti-Semites are
already taking advantage of the fact that there is a . marked contrast
between the Jewish position in supporting the Supreme Court edicts
and the position of the tens of thousands of letter writers and peti-
tioners who bombard their Congressmen with requests to vote for
bringing prayers and Bible reading back to the public schools . .
An election year—as this year is—offers increasing opportunities for
these propagandists to spread dissension between Jews and certain
elements among the non-Jewish population, if discussion of the issue
of prayer-Bible-reading in schools is fanned.
Memory of Jules Isaac,

Honored in Florence

commemoration ceremony was held
in memory of Jules Isaac, the noted
French historian known for his
lifetime struggle against religious
prejudice. The Mayor of Florence,
Giorgo La Piza, designated the day
as "Jules Isaac Day."
The ceremony was held in the
magnificent Florence Municipal
Hall in the "Palazzo Vecchio" in
conjunction with the annual meet-
ing of European societies for Chris-
tian-Jewish friendship.

France and Chief Rabbi Toaff of

Jewish concern now is, therefore, not with the adoption of a
religion-in-the-schools Constitutional amendment at this time, but is
rather focused on the unfortunate by-products that agitation for such
an amendment is capable of producing . . . Although the heavy pre-
ponderance of letters and petitions reaching the members of Congress
and demanding the return of prayer-Bible back to classrooms comes
from women, it is noted that groups are now being created to mobilize
popular support for this drive . . . One of these groups, the Consti-
tutional Prayer Foundation, has even appealed to President John-
son to serve as honorary chiarman . . . The President politely declined,
but the Foundation numbers ex-President Eisenhower as one of its
prominent backers . .. It is also noted that, although many members
of the House and Senate have been able so far to avoid direct con-
frontation on the amendment issue, the holdouts are dwindling as
the pressures mount during this election year . . . This is true also
with regard to many Protestant and Catholic leaders with an en-
lightened view on religious practices in the public schools . . . They
find themselves at odds with large numbers of their constituents who
are being quite vocal in disavowing the official church positions . . .
The prayer-Bible reading agitation is becoming a difficult tide for
them to buck, more so in the light of the vigor of its proponents and
the national spotlight into which the issue is now being pushed . . .
Interesting light on. the issue is thrown by results of a survey con-
ducted among school superintendents of some 4,000 communists . . .
Their replies indicated that only about 42 per cent of the school
systems of the United States as a whole conducted Bible reading in
the classrooms before the U.S. Supreme Court declared it unconsti-
tutional . . . The Southern states, were first, with about 77 per cent
of their schools conducting devotional services; the second place was
taken by the Eastern states, with over 67 per cent . . . In the Mid-
western states, only 18 per cent of the schools conducted Bible
reading, and in the Western states only 11 per cent.
