WASHINGTON — Along with
veiled threats linked to the Jordan
River issue, King Hussein of Jor-
dan told a press conference here
Tuesday that unless the West pro-
vided him with more military
equipment he would look "else-
where." Asked whether he meant
the Soviet Union, he replied he
hoped that would not become
necessary.
Hussein. speaking to reporters
after a meeting with President
Johnson, said that it was "too late"
to accept the 1955 Eric Johnston
plan for division of the Jordan
waters on a regional basis be-
tween Israel and the Arab states.
Hussein also said there was no
possibility of compromise on the
issue between the Arabs and
Israel. He said Israel's plans to
divert a portion of the river for a
huge Negev irrigation project was
"a violation of international law."
He said that Arab farmers
were suffering from "damage"
caused by Israel's present limited
use of the river waters and that
this would continue until "we
succeed in getting back part of
the water that goes out."
Asked how the Arabs proposed
to repair the alleged damage, he
said only that the Arabs want to
"make sure that water denied to
us will come back to us."
Queried about the Arab refugees,
the young king said that they in-
sisted on a right to make a choice
between a return to their former
homes and other alternatives.
He called on the United States
Wednesday to reappraise its poli-
cies toward Palestine, denouncing
Israel as a danger to Arab national
SUrvival.
In a speech before the Citizens
Committee on American Policy in
the Near East, Hussein deClared
that Israel has been working to
"develop atomic power and other
media of mass destruction" spur-
ring an accelerated arms race in
the Middle East.
Hussein advised "adherents of
the Jewish faith" to make a "deep

President Johnson had told Hus-
sein, upon welcoming him at the
White House, that "the United
States welcomes all efforts to ad-
vance peace and greater under-
standing."
The President's comment was
made in connection with his ex-
pressions of pleasure over the
improvement of relations among
Arab nations and the prominent
role played in that development
by Hussein.
The President also stressed that
the United States welcomes the
efforts to improve conditions in
Jordan. "We are proud to have
been able to assist Jordan in the
past, and we stand ready to con-
tinue our assistance in such a
great undertaking," President
Johnson declared. (American as-
sistance to Jordan now consists of
about $34 million in budgetary
support, about $7 million in de-
velopment grants, and about $4
million in military assistance.)
King Hussein, in his r e p 1 y,
thanked the President for the wel-
come and declared that he brought
greetings from the Jordanian
people as well as from "my breth-
ren leaders of the Arab world."
That remark is seen here as
indicating that Hussein wishes
to present himself as a spokes-
man for all the Arab countries
on a number of issues, includ-
ing the question of Israel's irri-
gation projects. Hussein was
among the Arab rulers who at-

MELBOURNE. — In an after-
math of the Warsaw Ghetto Upris-
ing commemoration observance
here, police found Tuesday swas-
tika stickers on the windows of
the building of the Jewish Herald.
The front of the building was de-
faced with a three-foot-high paint-
ed slogan "Zionism Is Treason."
The defacement was the second
time in six months that the Herald
office building has been defaced
with Nazi emblems.
Elsewhere, in Australia, a reso-
lution demanding government vig-
ilance against anti-Semitic organi-
zations in Australia was adopted
at a mass meeting in Sydney to
commemorate the heroes of the
Warsaw Ghetto uprising in 1943.
But when the more than 1,000
participants in the rites left Town
Hall, many found their automo-
biles, parked behind the municipal
auditorium, smeared with swasti-
kas and the slogan "Hitler Was
Right."
U.S. Jews Have Right
to Examine Certain
Israeli Issues—Prinz
MIAMI BEACH (JTA) — Ameri-
can Jews have a distinct right to
speak out on Israeli issues of con-
cern to Jews as a whole—without
intervening in any phase of Israel's
political life — Dr. Joachim Prinz,
president of the American Jewish
Congress, declared here.
Dr. Prinz made that statement in
addressing the organization's five-
day, biennial convention. More
than 500 delegates were in at-
tendance, and cheered a message
from President Johnson which
lauded the AJC's "dedication to
the cause of democracy at home
and freedom abroad."
"Your role on behalf of civil
rights for all Americans," t h e
President stated in his message to
the convention, "your commitments
to civil liberties, and your search
for harmonious interreligious rela-
tions in the American society, are
in keeping with the basic elements
of freedom and liberty upon which
our nation's growth and develop-
ment has been based."

The meeting itself had been ad-
dressed by federal and state politi-
cal leaders, and received a mes-
sage hailing the heroes of the
Warsaw Ghetto and expressing the
government's abhorrence of racism
from Sir Robert Menzies, prime
minister of Australia.
According to the leaders of the
Australian Board of Jewish Depu-

some anti-Semitic organizations in
this country, like the Ustashi,
