Ohio Congressman Urges U.S. Send Matzo to USSR

WASHINGTON — Democra-
tic Representative Michael Fei-
ghan of Ohio Wednesday after-
noon introduced a House joint
resolution which strongly urged
that the President of the
United States be authorized and
requested "to use the full faci-
lities of our Government on an
emergency basis," to make ar-
rangements for the delivery of
an adequate matzoth supply to
Jews in the Soviet Union "to
meet the requirements of Pass-
over . . ."
The resolution called for the
use of the Washington-Moscow
"hot line" which is open at
both ends 24 hours a day "for
the handling of matters vital
to maintaining peace," and also
for the use of an emergency
airlift, of which the United
States has demonstrated her
capabilities.
Referring to the recent clos-
ing of the sole Moscow matzoh
bakery as "a shock to those who
believe in and defend religious
liberty," Congressman Feighan
went on to point out that the
United States was recently call-
ed upon "to open its surplus
grain bins to prevent famine in
the Soviet Union." He noted
that the shortage of flour in
Moscow for the purposes of
making matzoth "was met by
members of the Jewish com-
munity there who provided the
bakery with their own limited
rations in order that matzoth
might be made."
"But," he added, "the Rus-
sian authorities have made those
sacrifices meaningless by clos-
ing down the bakery at a criti-
cal time under a worn out ruse
used many times before to pre-
vent the observance of Pass-
over."
The Ohio Democrat also
pointed out that the March 1964
issue of the Soviet magazine
USSR carried a feature article
claiming religious liberty for
the Jews in the Soviet Union.
Said Feighan, "It is time we
took action to determine the
validity of the claim that reli-
gious liberty is guaranteed by
the constitution of the USSR
and enforced by the present
government."

Article on Jews in Soviet
Publication Denounced
by Javits as 'Hypocrisy'
NEW YORK (JTA) — A fea-
ture article, obviously intended
to show that religious Jews in
the Soviet Union are not sub-
jected to discrimination, ap-
peared in "USSR," an illus-
trated English-language monthly
magazine published by the So-
viet Embassy in Washington. It
was immediately characterized
by U. S. Senator Jacob K. Javits,
as "hypocrisy" intended to cover,
up the fact that the Soviet au-
thorities practice and encourage
discriminations against Jews,
especially in the religious and
cultural fields.
The article in "USSR," en-
titled "Rabbi Honored in Mos-
cow," is illustrated with a full-
page portrait of Rabbi Natan
Olevsky, 90-year-old leader of
the Maryina Roscha Synagogue,
a house of worship in a Moscow
suburb. According to the article,
the synagogue celebration was
attended by leaders of "other
congregations in the capital and
representatives of the Israeli
Embassy." Rabbi Olevsky is re-
ported having delivered a ser-
mon in which he purportedly
said: "We Jews in the Soviet
Union are equal citizens of our
motherland."
In his denunciation of the
article as "hypocrisy," Sen.
Javits pointed to the fact that
the Ukrainian Academy of Sci-
ence has published a "blatant
anti-Semitic" pamphlet entitled
"Judaism Without Embellish-
ment," deriding the Jewish re-
ligion and alleging that syna-
gogues in the Soviet Union are
centers for "speculation in
matzo, pigs, thievery, decep-
tion, debauchery."
Asserting that the "USSR"
article is full of "falsehoods,"
Sen. Javits declared: "These
falsehoods need to be disected.
But the anti-Semitism of 'Juda-
ism Without Embellishment' de-
mands an outcry of pain and
protest." He noted that the
pamphlet, portraying Jews "in
traditional, anti-Semitic stereo-
types," was published for in-
ternal consumption while the
"USSR" article was issued for
foreign readers as Soviet pro-
paganda.
Rabbinical Delegation at
Soviet Embassy in Ottawa
MONTREAL (JTA)—A rab-
binical delegation, representing
the First All-Canadian Rabbinic
Conference held in Ottawa in
January, called on the Soviet
Embassy in Ottawa Sunday and
was received by A. Popov, first
counselor of the USSR Em-
bassy and M. Gregorovitch, sec-
ond counselor. The Rabbinical
Conference was held under the
auspices of the Canadian Jewish
Congress.
There was a two-hour ex-
change of views on the position
of the Jews in Russia in line
with the concern expressed at
the Rabbinical Conference that
the Jews in Russia are denied
the rights which are accorded
to other religious groups and
nationalities and are prevented
from pursuing a collective
Jewish life.
The delegation discussed the
appeal made at the conference
to. the Soviet authorities to al-
low Jews to practice their re-
ligion; to foster their tradition,
culture and language; to allow
the production of sacred books
and articles; to permit com-
munication between S o v i et
Jewry and their brethren else-
where and to allow Jews to be
reunited with their families in
other lands from whom they
have been separated as a result
of the war holocaust.
The delegation pointed out
that this would he in keeping
with the United Nations Char-
ter and the Universal Declara-
tion of Human Rights, as well
as the Soviet constitution. The
rabbinical delegation also ex-
pressed the desire to send a
rabbinic mission to visit with
rabbis in Russia and asked per-
mission to send religious ar-
ticles to Jews in the Soviet
Union.
The Soviet officials referred
to the official Soviet publication
in Canada, "Soviet Union To-
day," March issue, which con-
tains an article entitled, "Rabbi
Honored in Moscow," dealing
with the 35th anniversary of
the Moscow Synagogue and
Rabbi Natan Clevsky's 90th
birthday. The article points out
that Olevsky's son and grand-
son are both atheists. The mag-
azine also contains an article
"Soviet Jews Need No Foreign
Protection"
The rabbinic delegation com-
prised Rabbi S. M. Zambrowsky
of Montreal, chairman of the
National Religious We l f are
Committee of the Canadian
Jewish Congress; Rabbi Stuart
Rosenberg of Toronto; and Dr.
Samuel Lewin of Montreal, sec-
retary of the National Religious
Welfare Committee.
