Israel's D e p u t y Prime Minister, Abba S. Eban, in an address at the Saturday eve- ning banquet session, declared that it would be "highly pre- mature" to regard the people of Israel as having reached a point of self - sufficiency which no longer required sub- stantial economic help from Jewish communities through- out the world and from other sources. He warned against a feeling of complacency that has de- veloped in many quarters be- cause of Israel's obvious, re- markable progress. Using the "normal" indices of economic progress, he said, Israel seems to show a glowing picture. Fisher of Detroit, UJA associate general chair- man, urged the delegates to "give all your energies toward helping to mobilize a maximum response in the comunities of the Midwest to the UJA's 1964 nationwide goal of $105,000,- 000," He said: "We have the re- sponsibility to make it possible for three-quarters of a million Jewish men, women and chil- dren to live in peace and digni- ty. This is the true goal if the UJA this year — the greatest goal in Jewish life today." U. S. Senator Thomas H. Kuchel of California, assailed the filibuster tactic in the Senate as "undemocratic" and "evil thing." Speaking on civil rights legis- lation, he said, "the issue here is equal treatment under the law for all Americans, precisely as that guarantee was made in the Constitution a century ago."
