JERUSALEM — The "Lavon
Affair" seemingly closed in 1961
when Pinhas Lavon, one-time
Israeli defense minister, was
ousted from the top echelons of
political life in a dispute about
his alleged responsibility for a
"security mishap" in 1954, flared
up higher than ever Wednes-
day.
Three opposition parties —
the Liberals, Her u t and the
Communists have filed motions
of nonconfidence in the gov-
ernment. A third non-coalition
party, Mapam, has addressed
an inquiry on the issue to Prime
Minister Levi Eshkol. Two mem-
bers of the coalition government
—Achdut Avodah and the Na-
tional Religious party — gave
notice they will bring up the
matter at the next cabinet ses-
sion Sunday.
The revival of the bitter
dispute broke out Tuesday in
the Knesset, Israel's parlia-
ment, with a statement by
Minister of Agriculture Moshe
Dayan. He was Israel's chief
of staff with the rank of gen-
eral when the "mishap" was
supposed to have taken place
in 1954.

One of Israel's leading news-
papers, Maariv, had reported
that Dayan had made statements
about the Lavon affair differing
totally from the facts as known
until now. Members of the oppo-
sition questioned him in the
Knesset about these press re-
ports' and also challenged him
as to why he had withheld until
now vital facts in his posses-
sion.
Dayan answered at length, but
the speaker of the House or-
dered his reply expunged from
the record "for security rea-

sons." Today, however, Maariv
reported the Dayan version of
the events surrounding the "Se-
curity mishap"— an occurance
which was never publicly re-
lated in detail.
According to the newspaper
report, Dayan had stated that
the "mishap" which resulted
in Lavon's ousting from the
chief post in the defense mini-
stry had actually taken place
long before the dates men-
tioned' earlier. Also that the
orders leading to the "mis-
hap" had not been issued ei-
ther by Lavon or by a sen-
ior officer.
The report cited Dayan as
saying that "a third factor"—
whose nationality has not been
disclosed — initiated the actions
that led to the "mishap." Dayan
claimed, according to Maariv,
that he was "no longer in the
army" when that action had
been initiated.
Asked why he had not re-
ported what he knew to the
government to the Knesset's
Foreign Affairs and Security
Committee, Dayan was said to
have replied that although what
he knew was at the time "only
an assumption," he had made
his data known to the then-
minister of justice, Pinhas Ro-
sen. .
Dayan said "dates had been
confused and when I said nei-
ther Lavon nor a senior officer

gave the order for the actions
I meant these orders we issued
before the dates attributed to
Lavon or to the Senior officers."
Dayan was quoted as say-
ing he had tried to bring his
information to various com-
mittees discussing the entire
issue but was not heard and
has never been invited to give
his testimony to those bodies
"to this day."
The newspaper reported that
Dayan had revealed for the first
time at a meeting of the top
leaders of the Mapai party lead-
ers last Friday that he considers
Lavon not responsible for the
"mishap".
While the nonconfidence mo-
tions are pending and slated for
debate in the Knesset next Mon-
day, ex-Prime Minister' David
Ben-Gurion requested that he
be furnished details of the
fresh parliamentary debate on
the Lavon issue. Prior to next
Monday's Knesset debate the
secretariat of the Mapai party
was expected to discuss the
issue at a meeting scheduled
for today.

tensive year-long training pro-
gram in human relations for 25
y oung Americans, including
Peace Corps veterans, will be
initiated with a two-week orien-
tation institute in Washington.
It is conducted by the American
Jewish Conunittee's Institute of
Human Relations under the spon-
sorship of the Eleanor Roose-
velt Memorial Foundation.
Government and educational
leaders, political scientists, as
well as other authorities and spe-
cialists in group and race rela-
tions, will participate in the
daily sessions at the Potomac In-
stitute in Washington.
After the two-week training
period in Washington, these
Peace Corps alumni, and others

involved in the program who
have already been assigned to
agencies in the field, will work
for a year with human rights
commissions hi cities throughout
the country, labor unions, em-
ployment agencies, personnel di-
rectors of large corporations, and
other groups,

Ex-Health Aide
in Israel Gets
Term for Bribe

TEL AVIV — Yehuda Spie-
gel, former deputy director of
the ministry of health, was sen-
tenced Wednesday in District
Court to one year in prison for
bribery in a construction scan-
dal.
Spiegel, a one-time Hungarian
Jewish leader and a leader of
the National Religious party,
was accused with three other
men of demanding and receiv-
ing bribes in connection with
the award of a contract for the
erection of a $10-million-dollar
government hospital near Tel
Aviv. A second defendant, A.
Yaroni, who was also found
guilty last Monday, received a
similar sentence. The other two
were acquitted.
Spiegel was released after
sentencing on bail of 20,000
pounds ($6,600) for 20 days
pending an appeal of the sen-
tence.

The health ministry had been
in charge of planning and build-
ing the hopsital, and Spiegel
was head of the ministry com-
mittee which awarded the con-
tract.
During the trial, it was dis-
closed that the money reecived
as a bribe was to have been
used for the construction of a
yeshiva in the South of Israel,
under the auspices of the Na-
tional Religious Party.
Spiegel was a member of the
party's committee in charge of
building the yeshiva. Comment-
ing on this testimony, the judge
presiding at the trial said: "The
purpose for which this money
was received does not alter the
fact that it was a bribe."
