Soviet Official Answers Queries
at Rabbinic Parley on Jews' Status

WASHINGTON, (JTA) — For
the first time a high Soviet
diplomatic official addressed a
conference of American rabbis,
answering questions on the sta-
tus of the Jews in the Soviet
Union.
The official was Victor P.
Karpov, first secretary of the
Soviet Embassy in Washington.
He spoke on disarmament and
world peace before 200 Reform
rabbis attending a two-day con-
ference on this subject organ-
ized by the Central Conference
of American Rabbis last week.
Conducted by the Religious
Action Center of the Union
of American Hebrew Congre-
gations, the conference was
held in the State Department
building.
Answering questions, at the
end of his prepared talk, on the
treatment of Jews in the Soviet
Union, Karpov quoted the cus-
tomary statistics to assert that
while Jews composed only one
per cent of the Russian popu-
lation, the participation of Jews
in Soviet life was proportion-
ately greater in some fields and
less in others.
He said that 14 per cent of
Soviet doctors were Jews and
that 8 per cent of lawyers were
Jews. He added that "the ques-
tion of religious practice is only
a small part of Jewish participa-
tion."
He also asserted the Jews
c o u l d "worship freely" in
synagogues and that "there
are tens of thousands of books
printed in Yiddish." However,
he claimed that many Soviet
citizens of Jewish origin "are
not Jews," an implication that
they did not practice Judaism.
When questioned about per-
mission to the first secretary
of the American Embassy in
Moscow to talk with rabbis in
the Soviet Union, the Soviet
diplomat stated that American
Embassy personnel were "free

to visit rabbis" but, he added,
this was "their business — not
mine."
Another question from the
rabbis concerned Soviet arms
aid to Arab countries against
the background of the stated
concern of the Soviet Union
on arms control. He replied that
the USSR was no more guilty of
this than was the United States.
He also said that when the
Soviets suggested some time
ago the prohibition of arms ex-
ports, there was no favorable
response from any western
country. The exchange of ques-
tions and answers took place
before the entire audience but
lasted only 15 minutes.

AMSTERDAM, (JTA)
An
effort will be made by a Dutch
ship salvage firm to dig up the
SS Patria, a vessel sunk in the
Port of Haifa, eight years be-
fore Israel was established, with
the loss of 202 Jewish immi-
grants and 50 other persons.
Announcement was made by
the Wijsmuller Towing Co. The
firm announced it is sending
a salvage vessel for a two-year
project which will attempt to
clear the Port of Haifa of six
wrecks, including the sunken
Patria.
In 1940, the British manda-
tory power in Palestine rounded
up 1,771 "illegal" Jewish immi-
grants and placed them aboard
a French vessel, the Patria,
I planning to deport them to
Mauritius.
On Nov. 25, 1940, an explo-
sion took place on the ship,
which sank in the harbor. The
death toll included 202 of the
Jewish immigrants, members of
the crew and some policemen
aboard.
Blame for the explosion was
attributed to the Jewish under-
ground, which had hoped to
delay the wholesale deportation.

been sentenced to death, it
was reported here from Mos-
cow.
A group of 23 other al-

The condemned man is listed

Jews. Others named are
Roffman and Galperin.
Last October, Izvestia identi-
fied Shakerman and Roifman,
both of Moscow, as Jews and
demanded a show trial for
them. The newspaper asserted
that it was mentioning the Jew-
ish names of the suspects "be-
cause we do not pay attention
to malicious slanders aroused
in the Western press from time
to time. They are tried as
criminals—not as Jews, Rus-
sians Tartars or Ukrainians."
The defendants were charged
with having turned a Moscow
mental clinic into a private
knitwear factory and sold its
products illegally.
