"United States readiness to cooperate with Israel in the field of water desalination, which found expression in the words of President Johnson," said Eshkol, "merits special recognition.", "Israel will welcome the con- tinuation and expansion of co- operation with the United States on this and other sub- jects," the premier continued. The council instructed the Committee of Permanent Repre- sentatives to consider favorably a number of suggestions made by the EEC Commission to in- crease the scope of offers which could be suggested to Israel for the next round of negotiations. In the first two rounds, Israel was offered only minor conces- sions of trivial export items and rejected them. The Council of Ministers is scheduled to meet again Feb. 25. Government Withdraws $40,000 Allocation to Israeli Philharmonic HOTEL OCEAN ability, Eshkol declared, Israel may become a pilot plant for practical research in the field of turning salt water into fresh water. Perhaps more than any other country, he pointed out, Israel must try to find a solution for the desalination of sea water, which is connected with the hope of harnessing cheap atom- ic energy, He stressed the fact that, for many years, Israel has in- vested large funds in this re- search work, accompanied by an exchange of know • how with various scientific insti- tutes "the world over and the United States in particular." Talks concerning U.S.-Israel cooperation in desalination re- search have already been held with U.S. Secretary of the In- terior Stewart L. Udall. A number of Israeli scientists are working in the United States in cooperation with American scientists on the util- ization of nuclear power for water desalination, informed sources said. Daniel Shimshoni, chairman of the Israel National Research Council, said that sev- eral teams of Israeli scientists are now at work on four sepa- rate projects for development of an economic method of de- salinating water. (Newspapers in all Arab capitals voiced anger at and displeasure with President Johnson's announcement of America's readiness to coope- rate with Israel on desalina- tion research through the use of nuclear energy, according to dispatches received in New York and London. (Railing at the American President, one prominent col- umnist in Beirut referred to him as "Johnson the Jew." An- other Arab newspaper said Mr. Johnson has now turned Israel into "America's 51st state.") The officials said they had received a letter from the fi- nance ministry several months ago criticizing the increase in admission prices, but that the letter did not include any ban on such an increase. The offi- cials added that the increases had been paid "willingly" by subscribers, and this fact had been made known.
