WASHINGTON, (JTA) —
MOSCOW pronouncements of
"full support" of Arab opposi-
tion to Israel's irrigation plan
was seen by political observers
here as a Soviet attempt to
reap propaganda benefits from
an emotionally explosive issue
after the threat of immediate
explosion had lessened.
Washington circles pointed
out that this technique is not
new as far as Soviet propa-
ganda is concerned. In sev-
eral instances in the past, the
Russians have waited with
their main expressions of
support for the Arabs until
the immediate crisis passed
its peak.
It was noted that, in earlier
Soviet comments, while the
Cairo conference was still in
progress, Moscow voiced the
hope that the water dispute
would not result in bloodshed.
This was seen as an indica-
tion that the Russians want to
avoid a confrontation in the
Middle East, which also would
bring a showdown on the extent
of their support of the Arabs
in such a confrontation.
Political observers in Wash-
ington also pointed out that the
later Soviet statements, such as
the expression of support for
the Arab opposition to Israel's
irrigation plans, still avoided
expressing support for any spe-
cific Arab countermeasures.

Egypt Heightens Drive
Against Jews in Aden

LONDON, (JTA) — Egypt's
clandestine radio station beam-
ed at other Arab countries in-
tensified its campaign of in-
citement against the Jewish
population of the British colony
of Aden.
Using a conference of
Arab merchants "to combat
the smuggling of Israeli com-
modities" the Cairo "voice of
the Arab nation" radio
warned its listeners that
"most of the Jewish merch-
ants play a big role in the

Israel and the British colony
of Aden.
Claiming that "statistics show
that 75 per cent of Adn's trade
is in Jewish hands, while 20
per cent of this trade is in the
hands of the Indians," . the

clusion that, as a result, "the
Arabs control only 10 per cent
of Aden's trade."
Still, the broadcast claimed,
"the Aden committee for the
boycott of Israel was able to
tighten its grip on the Jews."

To Build Monument for
Jews Killed by Nazis
PARIS, (JTA) — The Muni-
cipal Council of Drancy, a town
just outside Paris, where the
Nazis had set up the concentra-
tion camp from which 100,000
Jews were sent to their death
in the Auschwitz murder fac-
tory, announced plans to erect
a monument to the victims.
The Council allocated the sum
of 1,000,000 francs ($200,000),
and opened a contest for a
design for the proposed monu-
ment.
