WASHINGTON, (JTA)—Sen- ator Kenneth Keating (R., New York) called attention in the Senate to the Arab summit con- ference and said that "the United States should take this opportunity to make clear, once again, that the U. S. will not tolerate Arab efforts to block reasonable Israeli diversion of some of the waters of the Jor- dan River." In warning of pos- sible "extreme action" on the part of the Arab nations, Sena- tor Keating stated: "Our Sixth Fleot is a potent force. It should be alerted now and in ensuing months to dis- courage any Arab adventures or military activities directed to- ward Israel. The Jordan River water plans were originally based on joint Arab-Israeli co- operation. The Arabs have no right to deny Israel a share of the Jordan waters. The tragedy is Arab policies since the e m e r g e n c e of Israel have turned to unproductive hate." Eshkol Confers With U. S. Ambassador on Israel's Water Pumping Plan JERUSALEM, (JTA — Is- rael's Prime M i n i s t e r Levi Eshkol held an hour-long talk with U. S. Ambassador Wal- worth Barbour during which Israel's plans to start pumping water from the Jordan River and Lake Tiberias to the Negev were discussed. The United States is support- ing Israel's water development plan within the framework of the regional water development project developed by the late Eric Johnston, special American envoy who presented the pro- ject to Israel and the Arab countries about ten years ago. It was learned here that the U. S. and British embassies re- minded the Arab rulers attend- ing the summit conference in Cairo that the two Western Powers continue to stand by their previous positions on the regional use of the Jordan River waters by Israel and the involved Arab countries. The U. S. and British embassies in Cairo have also made inquiries about the Arab military plans decided upon today by the par- ticipants of the summit conferL ence of the Arab rulers. (In Cairo, an Arab spokes- man revealed that the American and British embassies there re- affirmed Western views on the Arab- Israel situation in an ap- parent warning to Egyptian President Nasser that the U. S. and Britain plan to stand by their pledge to prevent armed Arab-Israeli conflict.) Describing as "criminal atti- tude Israel's decision to divert the Jordan waters to the Negev," Moscow radio told its Arab listeners that "if Israeli extremist succeed in complet- ing this project, it will have serious consequences for thou- sands of Arab peasants," who the Moscow radio claimed "will be forced to abandon their vil- lages in the Jordan Valley" and seek livelihood elsewhere. Germany DUSSELDORF, (JTA) — Dr. Henryk G. Van Dam, secretary general of the Central Council of Jews in Germany, denounced the distribution of an Arab- sponsored pamphlet on the Palestine refugees as a "scandal" and a violation of the West German constitution. He said the pamphlet, which was distributed by a delegation of Arab states in Bonn and the Information Bureau of the United Arab Republic, was like the Viejo u s l y anti-Semitic material disseminated during the Nazi era by Julius Streicher one of the most rabid of the Nazis. The pamphlet was distributed to many prominent Germans. "The Jews were persecuted by Byzantines, Russians and Spaniards but never without reason," the pamphlet states. "The last great persecution of Jews occurred under the Hitler regime after the Zion- ist organizations, using their political marionettes, Winston Churchill and Zionist Frank- lin D. Roosevelt, succeeded in bringing war to Germany. One of the most popular Zionist lies is that 6 million Jews were liquidated by Germans during that period." Dr. VanDam, writing in the organization's official publica- tion, the Allgemeine Zeitung der Juden in Deutschland, de- clared: "This kind of propaganda is being spread in the German language in the Federal Re- public, just at the moment when the Auschwitz camp trial is taking place in Frankfurt. Chancellor Ludwig Erhard is negotiating with an American President whose teacher and ideal was Franklin Roosevelt who, along with Win s t on Churchill, is being labeled an initiator of World War II." Dr. Van Dam said that "a logical result of such a pam- phlet can only be the instiga- tion of hatred of Jews, sabo- tage of all efforts to develop a spirit of citizenship, de- terioration of relations be- tween the Federal Republic and the major powers, and the approval of old and pre- paration of new policies of persecution." The German Jewish leader requested that the laws against anti-Semitic propaganda should be applied "to the propaganda modeled on that of Gauleiter Streicher, disseminated in the Federal Republic by foreigners with the aid of foreign states. The states involved are ones which receive en or mous amounts of development aid paid for by West German tax- payers, including Jewish tax- payers," he stressed. Although this propaganda ac- tivity is disguised as anti-Israel information, it is in fact direc- ted at Jews living in Germany," he declared. He said that those responsible, if they live in West Germany, will have to answer to the authorities and face prosecution under the West German criminal code.
