President Nasser of Egypt in
which he disclosed that in 1961
the council of the Arab League
adopted decisions on measures
to prevent Israel from imple-
menting the irrigation project.
The - premier said that from
Nasser's speech "it is now clear
beyond the shadow of a doubt"
that the decisions had not been
carried out only because the
practical conditions required
were lacking.
"We find ourselves confronted
with a doctrine of international
relations which has no parallel
in our generation," the Prime
Minister continued. "It makes a
mockery of repeated declara-
tions by the Egyptian president
and his colleagues of their devo-
tion to peace and world dis-
armament. While it is not clear
yet what the practical results
of the Cairo conference will be,
it has already brought out into
the clear light of day aggressive
and destructive aims that should
shock the conscience of every
lover of peace."
He added that it was "hor-
rifying that the only aim that
could bring together the 13
heads of Arab states under
one roof was their lust for
aggression against a neighbor-
ing state."
He said that he noted "with
satisfaction" that "the world in
general has not been convinced
by the Arabs' threat of hostility
and hatred" and that it was
"becoming clearer and clearer
to the world that Arab argu-
ments have nothing to do with
water but are meant to deny
Israel the right to exist."
"The more firmly world pub-
lic opinion rejects hostility and
aggression and encourages use-
ful and constructive develop-
ment, the more it will help the
Arab governments to abandon a
policy of reckless adventurism
and will help our area to ad-
vance along the lines of prog-
ress, constructive endeavor and
peace," he stressed.
(According to a Reuters re-
port from Cairo about the Arab
summit session, "sources close
to the conference reported that
tensions at the sessions had
been caused by the tough anti-
Nasser attitude taken by Amin
al Hafez, president of Syria).
