WASHINGTON, (JTA)—The
Arab Information Center in the
United States spent more than
twice as much here in the cal-
endar year of 1962 as the
Israel Office of Information.
The report was made by the
attorney general to Congress
on the administration of the
Foreign Agents Registration
Act.
The last report made avail-
able in Washington, dated
October 1963, shows that the

Stresses Paul's
Defense of Pius

ROME, (JTA)—A further and
resounding defense of the ac-
tions on behalf of Jews suffering
deadly persecutions under the
Hitler regime, taken by the late
Pope Pius XII, was printed in
the Vatican's official organ,
L'Osservatore Romano.
The article said that when
Pope Paul VI made a statement
in Jerusalem, last Sunday, de-
fending Pius, the present pontiff
was referring specifically to the
German drama, "The Deputy,"
which accuses Pope Pius of fail-
ing to speak out against the
Hitler holocaust. Pope Paul had
made his pro-Pius statement
when he was leaving Israeli
territory, at the Mandelbaum
Gate, on his way back to the
Jordanian area.
"It is not necessary," stated
L'Osservatore Romano, "to ex-
plain that Paul VI, by these
and other words, referred to a
known theatrical work which has
provoked lively discussions and
protests. To vindicate the mem-
ory of the Pope of the war years,
his good will, his heroic work,
his intense and direct partici-
pation—there, near the Mandel-
baum Gate in Jerusalem—meant
reaffirming and exalting the dig-
nity of man, created in the image
of God, meant to defend man
from all oppressions, discrimina-
tions, all cruelties that ensue
from the inevitable.
"Paul VI, before his audience
of survivors of the tragedy which
swept away so many of their
brothers and ours, raised his
voice against denigration and
calumny which, against the per-
son of Pope Pius XII, attempted
to strike the Church and, with
her the people of the faithful.
'It is false to say that the
tragedy of the Jews, and of so
many other beings judged then
of being of an 'inferior race,'
was not understood or shared.
The truth is the opposite. The
Pope and the Church did every-
thing they could with assiduous
zeal, often hidden and therefore
unknown to many through daily
engagement often performed and
with true heroism.
"Neither did they fear to pass
the limits that a certain com-
mon sense obstinately assigns to
their action in history. Nothing
that concerns man can leave the
Church indifferent or her visible
head who leads her through the
centuries. This, in its time, was
acknowledged with gratefulness
by Jewish leaders who mani-
fested, on several occasions,
their thanks to Pius XII. All
those who did not share the
Christian faith should look with
confidence and hope at the
Church, which has not betrayed
and will not betray."

$219,841 and the United Arab
Republic Tourist Office spent
$111,783 in the United States
in 1962.
The Israel Office of In-
formation spent $99,108, and
the Israel Tourist Office
$244,802 in the same period—
which is an almost exactly re-
verse proportion between the
two sides.
Eight of the Arab League
countries have engaged foreign
agents in this country, accord-
ing to the report. The Arabs
spent a total of $443,000 di-
rectly or through their register-
ed agents, while Israel spent
$412,000.
However, a breakdown of
the figures indicates that, of
the totals, the Arabs spent
$198,000 for the promotion of
tourism, etc., and $245,000 for
the dissemination of informa-
tion and propaganda.
Israel, on the other hand,
spent only $100,000 on in-
formation and propaganda,
and the rest, $312,000, to pro-
mote tourism, investments
and other business activities.
In the introductory chapter
of the report, the attorney gen-
eral noted that some of the
material distributed by the
Arabs dealt specifically with
Israel.
The chapter also noted that
a second source of Arab prop-
aganda was the Palestine Arab
delegation, which took over
the role previously played by
the Palestine Refugee Office.
The report, however, does
not show that the Palestine
Arab delegation ever notified
the attorney general's office
of any funds spent in the
United States.

AMSTERDAM (JTA) — For-
mer SS Col. Karl Barbor, who
served as a doctor in a Nazi
liquidation camp near Wroclaw,
Poland, during the war, is serv-
ing as a physician in the court of
Emperor Haile Selassie in Ethio-
pia, an Amsterdam newspaper,
Vrije Volk, reported.

For the Jewish Agency econo-

in Morocco for one year, in
France for three years, and in
London for one year. His spe-
cialty is the guidance of foreign
investors in the so-called middle
and upper classes.

LBJ to Congress:
Ease Legal Bars
on Immigration

WASHINGTON (JTA) —Lift-
ing the bars of discrimination
among immigrants to this coun-
try was strongly urged by Presi-
dent Johnson in his State of the
Union message to Congress.
This was a clear indication of
his support of legislation to alter
the present quota system which
is based on national origins.
The President devoted a spe-
cial chapter to problems of im-
migration. The President said:
"We Must also lift by legis-
lation the bars of discrimination
against those who seek entry
into our country, particularly
those with much needed skills
and those joining their families.
"In establishing preferences,
a nation built by the immigrants
of all lands can ask those who
now seek admission: 'What can
you do for our country?' But we
should not be asking: 'In what
country were you born?' "

Hailed for Services
During Pope's Visit

TEL AVIV (JTA) — An un-
usual encomium was voted to
the government press offices.
The Israeli Press Association
and the Foreign Press Associa-
tion of Israel praised the ser-
vices rendered to the Israeli
and world press during the visit
of Pope Paul VI.
Both associations voted to in-
scribe the government press of-
fices in the Jewish National
Fund's Golden Book in apprecia-
tion of those services.
All journalists pointed out
that, along the entire route taken
by Pope Paul and his entourage
during the visit to Israel, tele-
graph, telephone, cable and
radiophoto facilities were avail-
able.
The Israeli authorities in
charge of cables and telegraph
moved more than 500,000 words
of dispatches in 24 hours, and
relayed almost 100 photographs.
