JERUSALEM — Israel's Coun- cil for Higher Education ruled Tuesday that Bar Ilan Univer- sity must discontinue awards of master and doctoral degrees. One Ph.D. and 25 masters de- grees have been granted this year for the first time. The council ruled that those "who received the degrees in good faith" may not make use of them pending an investigation by a council committee. The Education Ministry stated that "The university awarded the degrees out of an erroneous interpretation of the law under which authority to grant degrees is invested in the Council for Higher Education." However it became clear that there are a considerable number of women that must be sent to prison. Scores of women are serving at "Nve Tirtsa," amongst them are women who came with their babies; others must give birth in prison, All of them violated the law and each one has her story. There is a woman that struck at someone in the welfare office, there is even a woman that committed murder. The director of the prison — a mother of two children and a social worker — knows how to deal with the arrested women. Most of the women in prison did not know how to read and write. They had no profession and life pushed them into a bad road. There- fore, first of all the women are taught how to work, to read and write. Shoshana for instance was sen- tenced to life imprisonment. Now she is preparing for matriculation tests and helps arrange Saturday social gatherings and cultural activities. The attendants were picked after psychotechnical and psychological tests. Only those that know how to handle a "sick" woman got the posi- tion. The director of the prison is always prepared to converse with an inmate about her private problems or merely speak to make it easier for a woman in prison.
