This was taken to mean that Chief Rabbi Nis- sim would greet the Pope only if the latter would include in his itinerary a visit to the Chief Rabbinate of Israel. (In Rome, Monday, Pope Paul said, in his annual Christ- mas message, that the purpose of his forthcoming pilgrimage to the Hily Land is "solely religious." He stated he will greet not only Christians but also "those outside the fold of Christ," and our good inten- tions will embrace all the peo- ples of the earth, far and near.") The plans were presented on behalf of the special Ministerial Committee by Deputy Premier Abba S. Eban. As planned, the Pope will be greeted when he enters Israel near the Jordanian border, at Megiddo. Some 10 hours later, when the Pontiff leaves Israel for his return to Jordan, via the Mandelbaum Gate, in Jerusalem, President Shazar and the Cabinet will be there to say farewell to the head of the Catholic Church. At the Mandelbaum Gate, there will be a brief cere- mony, lasting two minutes. During the Pontiffs' visit, the Pope will be accompanied by an entourage of 31 persons. When Pope Paul enters Jeru- salem, on his return trip to Jordan, he will be greeted by Jerusalem's Mayor Mordechal Ish-Shalom and other city of- ficials. Eban reported that the plans have been approved by Vatican authorities. Under the arrange- ments, the Pope will be accom- panied by a security detail from the Vatican, will be with him. All responsibility for the secur- ity of the Pope and his entour- age in Israel will be delegated to Israeli authorities. About 3,000 Israeli policemen will be on duty as guards for the visitors from the Vatican. There was dissatisfaction with the arrangements in the Israeli press and among some of the opposition parties. There were unconfirmed re- ports that President S h a z a r might include in his welcome address a request for the Pope's intervention to open Jewish Holy Places in old Jerusalem. Jordan has refused, since the signing of the Israel-J or d a n Mixed Armistice agreement in 1949, to abide by a -provision in that pact stipulating free access to those places. A Herut spokesman raised the question as to whether Presi- dent Shazar should welcome the Pope outside of Jerusalem. Of- ficial sources stressed, however, that courtesy required that the Pope be greeted at whatever point of entrance into Israel he chose but the same sources conceded that the route chosen was not accidental.
