Congressmen Ask U.S.I.A. Report on Deletion of Rabbi Film Scene WASHINGTON (JTA)—Four Congressmen requested a re- port from the United States Information Agency on the de- letion from a documentary for overseas distribution of a scene showing a rabbi. Jewish organization spokes- men charged that the deletion was made to avoid offending Arab nations, a charge that the USIA denied in three state- ments in 24 hours. The Congressmen were Sen. Kenneth B. Keating, New York Republican, Representatives Emanuel Celler, Brooklyn Dem- ocrat, Leonard Farbstein, New York Democrat, and Samuel S. Stratton, Schonectady Demo- crat. The 30-minute documen- tary was prepared gratis by television writers Rod Serling and William Froug. Entitled "Let Us Continue," it deals with the views on major public issues of President Johnson. The denials by the USIA con- tained two points. The first was that an opening for the docu- mentary, based on possible shots of various religious serv- ices had been considered and dropped. The second was that the USIA had no censorship policy and that it had, in fact, repeatedly distributed films throughout the world, including the Middle East, specifically Israeli and Jewish personalities and events. Celler called the explanation "weasel - worded" and said it "will not wash." He asserted that a photo of a rabbi was deliberately deleted because of Arab objections. This is a shock- ing performance." He accused the agency of censorship. Keat- ing said he had checked into the charges and learned that the USIA had "certain general policies with regard to scenes which they feel would offend the viewing audiences in dif- ferent countries." The first denial was made by Donald M. Wilson, deputy USIA director, who said no censorship had been exerted by the USIA. Subsequently a spokesman said that "a discussion of distribu- tion problems in the Middle East might have been brought up as a secondary issue," but he too insisted that agency policy did not include "censor- ship of any kind." The third statement reiterated the denial of censorship and amplified the list of films distributed by the agency containing Israeli and Jewish material. None of the three denials, however, dealt specifically with Serling's assertion flatly con- tradicting the USIA statements. The USIA cited in support of its defense that it had distri- buted TV clips on the late President Kennedy's passing which showed commemorative services in a synagogue. An- other recent USIA documentary showed Israeli athletes in pre- Olympic competition. The agency said it had sent films to the Middel East on pianist Arthur Rubenstein, vio- linist Jascha Heifetz, a film featuring Albert Einstein, and a report on the work of Danny Kaye for UNICEF. The USIA said it was therefore unfair to charge that it eliminated Jew- ish content from its programs to appease the Arabs. Sen. Jacob K. Javits, New York Republican, declared on the Senate floor that the United States Information Agency had no policy of catering in its overseas films to the political prejudices of Arab countries. The USIA has no such policy pertaining to its material nor will it ever adopt one," he told the Senate. In the House, however, Rep. Farbstein, New York Democrat, said he would seek legislation authorizing the agency to in- c l u d e a non - discrimination clause because of the contro- versy over the reported dele- tion from a USIA documentary of a scene showing a rabbi. Farbstein said earlier this week he would seek a report from the agency to follow inview of its activities in Arab countries. Maryland Bars Prayer Exercise in Public Schools BALTIMORE, (JTA) —Mary- land Attorney General Thomas B. Finan held that a prayer ex- ercise in a public school was unconstitutional. However, he also indicated that a really vol- untary religious ceremony might pass a court test. The disputed prayer was read over a loudspeaker as part of a student-directed exercise at the Fort Hill School in Cumberland. Thomas G. Pullen, State School Superintendent, asked the At- torney General for an opinion. Finan said that the situation at the Cumberland school was similar to that in a Pennsylvania school which was the basis for the U.S. Supreme Court ruling last June, barring Bible reading and prayers from public schools. * * * NEW HYDE PARK, N.Y., (JTA)—A local board of educa- tion ignored protests of angry parents in approving the re- moval of a nativity scene from the New Hyde Park Memorial High School. The Board of Education of Central High School District 2 confirmed the action of district Principal Albert Caine, who or- dered the removal of the creche displayed by the high school's French Club. The principal acted after Milton Levine, a trustee of both the New Hyde Park School Board and the high school board, reported to him that a resident had objected. Levine did not ask for the re- moval but simply asked for in- formation on school district policy.
