Lord Mancroft and the Arab Boycott

LONDON — Lord Mancroft is
forty-nine. He comes of an old
Anglo-Jewish family and is the
second baron: his father was
knighted and he has inherited
the title. The family name is
Samuel and his first name is
Stormont. He was a colonel in
the war. After the war, Lord
Mancroft, a barrister by educa-
tion, went into Conservative
polities. He soon became chair-
man of their London Speakers'
Panel and his name was seldom

out of the newspapers, especial-
ly the popular columns. He pos-
sesses that kind of appeal which
attracts vulgar publicity, and it
may not be his fault. As a
speaker, Lord Mancroft is flu-
ent, smooth, persuasive in -a
superficial way, amusing, the
type who go down extremely
well after a good dinner—they
go beautifully with the brandy
and the cigars.
As a junior and later as semi-.
senior minister, Lord Mancroft
was a success. He served at the
Home Office and Ministry of De-
fense as Under-Secretary, and
subsequently became Minister
Without Portfolio, a post often
given to a peer so that he could
act as one of the government's
spokesmen in the House of
Lords. This chore Mancroft also
performed well, and it was ex-
pected that he would one day

Boycott Committee. But what
about the Norwich Union?
According to the Guardian, a
paper rather hot on the doings
of big business, there was a dis-
agreement on the Norwich
board before the resignation of
Mancroft was forced. The Guard-
ian and other newspapers point
out that the Norwich Union is
doing very little business with
the Arab States, and that it
does much more business with
Jewish firms. The reasoning was,
apparently, as follows:
We have the. Jewish business
anyway, so let -us get rid of
Mancroft and go for Arab
business as well. The Daily
Express, always frank, calls it
succumbing to Arab black-
mail.
Lord Mancroft is not likely to
suffer materially or morally be-
cause of this affair.
Firstly, how much has the
Jewishness of Lord Mancroft, as
distinct from his connections
with Israel through the Great
Universal Stores, to go with his
forced resignation? The Evening
Standard, one of Lord Beaver-
brook's newspapers, thinks there
is an element of anti-Semitism
in it. "Everybody is equal but-
Jews are less equal than oth-
ers," says the Standard, apply-
ing the famous George Orwell
saying (in an entirely different
context). It points out that Jews
are barred from some golf
clubs; that the Cambridge Uni-

are other invisible barriers di-
viding the Jew from the rest of
society and that those become
visible and indeed insurmount-
able as soon as a Jew tries to
jump them.
All this is correct and well-
known. This is why so many
Jews are Zionists, organized and
unorganized, and why so many
more support Israel.
It is also likely that the Arab
threat would never have been
implemented. The Arabs are not
in a position to implement such
threats of boycott, even in the
field of insurance. They are not

contradiction in terms—as to be
