Israel Names Rabin to Succeed
Tsur as Chief of Armed Forces

JERUSALEM (JTA) — Brig-
adier General Yitzhak Rabin
deputy chief of staff of Israel's
armed forces since 1959, was
elevated to the post of chief
of staff, heading Israel's army,
navy and air force. He will as-
sume his new office Jan. 1,
succeeding Brigadier General
Zvi Tsur, who will retire from
his post on Dec. 31.
Prime Minister Levi Eshkol
announced General Rabin's ap-
pointment at the weekly meet-
ing in the cabinet and the
promotion was approved.
Gen. Tsur, who has held the
post three years, expects to take
a long leave before assuming
another position.
Gen. Rabin, 41, was born in
this city. He is the son of par-
ents who were both active in
the Haganah, the self-defense
units of the pre-Israel Jewish
settlement in Palestine. His
mother became known during
anti-Jewish riots here in 1920
and 1921, when she distributed

East. He cited films about the
Israel Philharmonic Orchestra
and none about the Olympics
which, he said, included Israeli
athletes.
Despite the denials, Serling
was quoted as upholding the
censorship charge.
(Dr. Joachim Prinz, president
of the American Jewish Con-
gress, said he had talked to
Serling. He accused the USIA
of "expressly forbidding the in-
clusion of the face of a rabbi
or a synagogue or indeed any-
thing relating to the Jewish
faith" in the documentary.
He quoted Serling as saying
that in a preliminary meeting
with various officials of the
USIA he and Froug proposed
theh use of still frame pictures
of American faces" to drama-
tize "the feeling of univerality"
among Americans. He added:
"we were told by the officials
that at no time could we in-
dicate the face of a rabbi or a
synagogue or indeed anything
relating to the Jewish faith.
This unfortunately was a policy
problem involving the Middle
Eastern countries. We were told
that to include such shots in
the film would prevent its being
shown in the Middle East since
those countries in question
would refuse to show any of
the films."
Dr. Prinz charged that the
USIA "by agreeing to censor
out references' to Jewish re-
ligious life in the United
States for fear of offending
Arab sensibilities" had "acted
as the tool and accomplice
of the Arab conspiracy to
make American Jews second
class citizens in their own
country."
The Union of American He-
brew Congregations said it was
shocked that a documentary
film on American life "should
be censored by an agency of
the United States Government
in order to capitulate to the
prejudices of Arab nations."
In a telegram to President
Johnson the association of Re-
form congregations asked: "Is
pretending that Jews do not
exist in America the price our
Government is prepared to pay
to placate and appease the hat-
reds of Arab powers." The
UAHC asked the President to
authorize an immediate inves-
tigation.
Rabbi Israel Mowhowitz, pres-
ident of the New York Board
of Rabbis, also sent a protest
to the President.
