Dr. Heuss, 79, twice president of the Federal Republic, died at Stuttgart. Jews in this country and abroad knew Dr. Heuss as one who had striven hard for a re- conciliation between Jews, whom he considered victims of vile racism, and the German people. He was honorary chairman of the Society for Chrstian-Jewish Co- operation. When a wave of anti- Jewish manfiestations broke out in this country several years ago, Dr. Heuss broadcast an impas- sioned appeal against such ac- tivities over a national radio net- work, calling upon the German people to "master their past." He was a severe critic of court leniency to former Nazis. Bernard Albert, Norman Allan. Charles Anthill, Herman Anchill, Irving A. We assure our Jewish brethren of our fellowship and of our desire for a fuller expres- sion of brotherhood among all men, whatever their race or creed." Offer Resolution on U. S. Failure to Ratify Genocide Pact WASHINGTON, (JTA)—Rep. Seymour Halpern, New York Republican, introduced a reso- lution which, if adopted, would express the sentiment of the House for American ratification of the United Nations Conven- tion on Genocide. He pointed out that it was "bitterly ironic" that the United States has failed to ratify "the very treaty it worked so hard to initiate" at the UN. He noted that American action to ratify the Convention has been delay- ed since 1948. Halpern said America has professed concern for human rights here and abroad but "it is high time we show that we mean what we say, and put this nation formally on record as opposed to the monstrous crime of genocide." Y., (JTA)—A New York State Su- preme Court Justice rejected this week a petition from an Orthodox Jew to halt a Rock- land County referendum. Justice John J. Dillon dis- agreed in his ruling with the contention of petitioner Meshu- lem Rottenberg of New Square that observant Jews would not have a full opportunity to vote in the referendum. New Square is a Rockland County village established by a Hassidic sect. Justice Dillon said he had taken judicial notice of the fact that on Dec. 14, the sun would set in the area at 4:36 p.m. and that traditional Jews followed the rule that the Sabbath ends at 72 minutes after sunset, meaning that the Sabbath would end at 5:48 p.m. Observant Jews, he said, would have from 5:48 p.m. to 7 p.m. to vote and thus would "not be compelled to choose between their civic rights and their religious beliefs."
