Governor's Histadrut Day Proclamation,
Noted Leaders' Declaration, Mark Formal
Opening of Detroit Labor Israel Campaign

Detroit's 40th Anniversary
Histdrut Campaign was set into
motion Tuesday night at an in-
spirational gathering at the
Labor Zionist Institute.
The audience heard the text
of a message that was sent be-
fore his death by President Ken-
nedy to the New York gathering
that marked the 40th anniver-
sary in which he declared:

"We are united by the com-
mon bonds of freedom and we
give of our abundance to res-
cue the hopes of others. In
the same spirit Israel has
brought the skills and re-
sources of its working men
and women to the service of
emerging nations around the

globe."
The campaign commenced au-
spiciously with a proclamation
issued by Governor George Rom-
ney proclaiming last Tuesday as
Histadrut Day in Michigan. The
Governor's proclamation states:

"During four decades the Hista-
drut has made a signal contribu-
tion toward the welfare of the pio-
neers and settlers in the Land of
Israel, for a quarter of a century
prior to the proclamation of the
State of Israel and for the fifteen
years since its establishment as a
free and vibrant democracy in the
Middle East
"All faiths have shown a genu-
ine and understandable interest in
the work of this great movement,
whose task is to assist dispossessed
people All races and all creeds have
shared in this historic task which
began in the Holy Land that is so
sacred to all mankind and which
has captured the imagination of
peoples everywhere.
"In Israel, where Histadrut is a
great power for good for the Jewish
people, for the State of Israel and
as an incentive for human rights
and justice for all in the entire Mid-
dle East, all faiths, Jews, Christias,
Moslems, share in Histadrut's work
and are associated with it. In Michi-
gan our distinguished Jewish fel-
low citizens have played a great
role in the work of Histadrut, and it
is a source of great pride and en-
couragement that Histadrut's acti-
vities are being renewed this year
with wide support throughout our
state.
"Therefore, I, George Romney,
Governor of the State of Michigan,
do hereby proclaim Tuesday, De-
cember 3, 1963 as ISRAEL HISTA-
DRUT DAY in Michigan in official
recognition of this great humani-
tarian movement."

The chairmen, Morris Lieber-
man, announced that a distin-
guished list of members of Con-
gress from the state of Michi-
gan had signed a declaration on
the 40th anniversary of the
Histadrut Campaign. The decla-
ration stated in part, "We ex-
tend our very best wishes to
the Michigan Histadrut Cam-
paign's officers and supporters
for further success in their hu-
manitarian endeavors which
have been an example and an
inspiration to millions of Ameri-
cans of all faiths, colors and
creeds."
Among the signers of the
declaration were: Senators
Philip A. Hart and Pat McNa-
mara. Representatives William
S. Broomfield, Charles C. Diggs,
Jr., John D. Dingell, Martha W.
Griffiths, Lucien N. Nedzi,
James G. O'Hara and Neil Stae-
bier.
Several hundred participants
heard a stirring address by
Yitzhak Ben-Aharon, a member
of the Knesset's Foreign Affairs
and Defense Committee, who
cited serious cultural and eco-
nomic gaps between the "vet-
erans and the large masses of
newcomers from Asian and Afri-
can countries." The split, he
said, "if not bridged at least in
the younger generation, will
create explosive tinder."
He said more than 500,000
Oriental Jews had arrived in
Israel in the last 10 years. Term-
ing them "alert, b4sically intel-
ligent," he said, however, that
they were lacking in "proper
schooling or social background."

He said the greater majority had
lived in ghettos "for genera-
tions."

Ben-Aharon said that "this
situation makes urgent the
unification of the society on a
high level of technology,
science and culture," adding
- that "it has to be carried out
within one generation, includ-
ing both parents and chil-
dren."

Both the government and His-
tadrut, Ben-Aharon said, are
speeding plans for better hous-
ing, a higher wage structure,
educational privileges and tax
reductions for Oriental Jews
who settle in new areas of de-
velopment. In addition a net-
work of health services, main-
tained mainly for mothers and
infants, is being expanded.
However, Ben-Aharon said,
these projects "require a great
deal of manpower and financial
means which are not at the dis-
posal of the Israel Govern-'
ment." He added that the "part-
nership of the Jewish communi-
ties all over the world plays a
most decisive role."
The musical portion of the
evening was rendered by Mir-
iam Yakobi who was accom-
panied by her husband, Nahum
Nardi, a well-known Israeli pian-
ist and composer.
A tabulation of the returns
brought to the opening function
indicated that nearly half of the
established quota already has
been reached.

A celebrated Yiddish poet
living in Israel, a man whose
literary career and adventures
started in Siberia, endured
the Vilna ghetto, and reached
a climax at Mount Sinai dur-
ing Israel's 1956 campaign
against the Egyptians, will be
the guest of honor at a corn-
munity-wide tribute sponsor-
ed by the Histadrut campaign
Dec. 19 at the Labor Zionist
Institute on Schaefer. Avrom
Sutzkever, the partisan poet,
will be in Detroit as an emis-
sary of Histadrut for his first
lecture tour of the United
States.

In September, when Sutzkever
celebrated his 50th birthday, a
special tribute was arranged for
him by the Hebrew University.
Israel's President Zaknan Sha-
zar, who had just that day given
a state reception to the King of
Nepal, alluded to the two re-
ceptions as of similar stature in
the eyes of the Israeli people
and government.
Sutzkever, who came to Pa-
lestine in 1947, has received
many awards and his poems have
been translated into 30 lan-
guages, including E n g 1 i s h,
French, Japanese, Danish, Rus-
sian and Spanish. His English
translators included the late
Ludwig Lewisohn, who hailed
Sutzkever as a first rate poet.
Tribute chairman of the eve-
ning will be Rabbi Morris Adler.

Alfred Michaels, executive
director of the Detroit Cam-
paign, urges that reservations
be made well in advance be-
cause the seating capacity of
the auditorium is limited. Ad-
mission will be $1.25 per person.
