Uganda Experiment Recalled:
Whites Inhospitable to Jews

One of the most crucial issues
that threatened to split the
Zionist movement shortly after
the creation of the World
Zionist Organization by Theo-
dor Herzl was the one that in-
volved the offer by the then
British Colonial Secretary,
Joseph Chamberlain, to Herzl,
of a plan for the settlement of
Jews in British East Africa, in
the Guas Ngischu Plateau ter-
ritory, on 5,800 square miles
southeast of Ukanda.
The offer was made in 1903.
It was submitted to the Sixth
World Zionist Congress, it
aroused strong opposition, es-
pecially by those who needed
haven most—the Russian Jews
—who insisted that only Eretz
Israel could be the revived
homeland for Jews. A commis-
sion was set up to investigate
the proposal. Nothing materi-
alized, but the controversy is
believed to have contributed to
Herzl's untimely death.
Nahum Wilbush, who was a
member of the Uganda commis-
sion, now 84 and recently re-
tired from management of the
Shemen factory in Haifa, tells
about the Uganda experience
in his Diary which has just been
published by the Zionist Li-
brary in Jerusalem, publishing
arm of the World Zionist Or-
ganization. His book is called
"Expedition in Uganda."
From Wilbush's account we
learn that the mere handful of
white settlers in Uganda op-
posed Jewish settlement in the
region. Wilbush met some Jew-
ish settlers. who had fled per-
secutions in their native lands
and were seeking means of
eking out a livelihood in Ug-
anda by cattle-raising.
Wilbush tells of the exper-
iences of some of . the settlers
in that inhospitable territory,
among them a Jew by the name
of London. In his account, Wil-
bush wrote:
"London tells me that he
would be happy to think that
the Guas Ngishu Plateau could
be transformed into a Jewish
Center, but he cannot visu-
alize the practicability of the
plan since the area is unfit for
intensive settlement. Individual
Jews could settle here and

ing, but only if they scattered
over the country. Each family
needs an area of 2,000-5,000
acres. This does not allow for
the creation of a Jewish center.
"London told me that to-
gether with him, another four
Jewish settlers had come: the
brothers Hotz, a man called
Rotkin and another named
Goldman. Goldman had re-
mained here for about three
weeks but had not dared to
leave the entrance of his tent
for fear of attack by the
Negroes. He never undressed at
night because he was afraid of
the roaring lions. And so he
sold his land and left. The
older of the HotZ brothers had
applied himself with such as-
siduity to his work in the field,
that he had not taken proper
precautions against the burn-
ing sun, and so got sunstroke
and had to be taken back to
Europe for cure . . . Our meet-
ing with this Jewish Robinson
Cruso, London, a man of sound
body and mind, and a fearless
spirit, left an indelible impres-
sion upon us."
Nahum Wilbush, a member
of a pioneering family with
deep roots in Eretz Israel—his
sister, Mania Shochat, who died
some years ago, was founder of
"Hashomer," the Jewish Watch-
man's Association, forerunner
of Haganah, the Jewish Self
Defense—was made a freeman
of H a i f a on his retirement as
a mark of esteem and apprecia-
tion by the city that he had
helped to build and develop.
