The proclamation stated: "WHEREAS, Detroit's Jewish corn- munity, through the work of the Zionist Organization of Detroit, hon- ors and remembers the anniversary of the Balfour Declaration, the his- toric British Foreign Office docu- ment which favored establishment of a Jewish national homeland in Palestine; and "WHEREAS, On this forty-sixth aniversary of the issuance of the Balfour Declaration, the focal point of Detroit observances will be the Balfour Concert, to be held on Sun- day, December 1, at the Henry and Edsel Ford Auditorium, and to fea- ture the renowned violinist, Isaac Stern, and the Detroit Symphony' Orchestra; and "WHEREAS, The efforts of the Zionist Organization of Detroit to strengthen American-Israeli friend- ship and to preserve the knowledge and practice of Jewish culture and traditions benefit the understanding and appreciation of all citizens of Detroit. Police Investigate Distribution of Nazi Leaflets in Toronto TORONTO, (JTA)—The To- ronto Police Commission and the Toronto Metro Police Force gave assurances to the Canadian Jewish Congress of a thorough investigation of the strewing on downtown Toronto streets of hundreds of neo-Nazi and anti- Jewish leaflets. The five-inch square sheets bore the message: "Hitler was Right—Communism is Jewish," and the address of Box 1371 Arlington, Va., the post office box of George Rockwell, leader of the American Nazi Party. Some of the leaflets fluttered down in the vicinity of the of- fices of the Royal Canadian Mounted Police. Police at first assumed the sheets had been dropped from an airplane but later indicated they thought they had been tossed from a high office build- ing. Rockwell, questioned by telephone by a Toronto news- paper, disclaimed responsibility but said they might have been scattered by Toronto followers. He said there were five or six members of his American Nazi party in Toronto but declined to give their names. Canadian Jewish Congress officials met for an hour with police officials on the distribution. Judge Kaufman asked the au- dience to stand for one minute in tribute to the memories of President Kennedy and Dr. Abba Hillel Silver. Carmi Slomovitz listed the beneficiaries of the annual Bal- four Concert income and urged continued action in support of efforts that will establish close links between American Jewry and Israel. He urged emphasis on work among the youth and pointed to the educational work of the movement as an outstand- ing factor in Balfour Concert objectives. Isaac Stern and the orchestra were given ovations by the audi- ence. Valter Poole was notably effective in his direction. There was special acclaim for Stern's interpretation of Saint - Saens' "Introduction and Rondo Capric- cioso."
