drut, the Israel Federation of
Labor," Lieberman reports. "This
includes Bedouins or nomads,
who are traditionally regarded
as resistant to any sedentary
occupation, and too individual-
istic and clannish to join any . 4
organization outside the tribal
structure. Also springing up ev-
erywhere in Israel are Arab con-
sumer and producer coopera-
tives, assisted and supervised
by Histadrut.
