Menkes, 45, and Zeev Eckstein,
30, convicted assassins of Dr.
Rudolf Kastner, one-time lead-
er of the Hungarian Jews dur-
ing the Nazi era, were released

Israel Considers
Proposals for Change
in Passport Laws

JERUSALEM—A number of
proposals for changes in Is-
rael's law of the return and
passports legislations will come
up for consideration soon by a
special ministerial committee,
it was indicated here Wednes-
day.
Under the proposed changes,
a new immigrant will be en-
titled to receive a passport only
after living in Israel for a year
except for special cases which
will require special authoriza-
tion. This change is intended to
eliminate a practice by which
people come to Israel as immi-
grants only to get a passport
and then leave Israel.
Under another proposed
change, Israeli citizens would
forfeit their passports unless
they returned within a speci-
fied period. This change is in-
tended to rectify a situation in
which thousands who left Israel
many years ago and severed all
ties with Israel still hold Israeli
passports, which in a number of
cases have been misused by un-
desirable elements.
