TEL AVIV—Thirty-six young
West German artisans belong-
ing to the "Beit Tel" organiza-
tion arrived in Israel Wednes-
day to carry out the pledge of
their leaders to atone with
their own hands for the sins
of their parents against the
Jews of Europe.
The artisans will repair an
abandoned village in Givot
Zeid in the western Jezreel
Valley and convert it into a
home for some 250 mentally
retarded persons. The same
group opened a convalescent
home for victims of Nazi perse-
cution four years ago at Na-
thanya. Members of the or-
ganization have cared person-
ally for the sick in that home.
An Israeli organization for
crippled and handicapped chil-
dren is cooperating with the

the countries in which the
American Joint Distribution
Committee operates, coinciding
with swelling Jewish popula-
tions in France and Israel, pose
problems which may require a
larger JDC budget for 1964 than
in 1963.
Edward M. M. Warburg, JDC
chairman, told the 19th annual
JDC Country Directors Confer-
ence that "unless additional
sums are made available to us,
we will unquestionably be faced
with the impossibility of setting
priorities for human needs in
carrying out out programs for
