The Detroit chapter of the fully and courageously assumed

American Jewish Committee de-
clared the so-called Home Own-
ers' Ordinance "vicious, decep-
tive and unconstitutional on the
basis of both the constitution
of Michigan and the federal
constitution."
"Calling the electorate of De-
troit to vote on this nonsensical
and misleading proposition is
to create mistrust and misun-
derstanding and constitutes a
waste of public time and funds,"
declared Avern Cohn, chapter
chairman.
The Detroit chapter of the
American Jewish Committee
voted to join with the National
Association for the Advance-
ment of Colored People in a
suit in Circuit Court in the at-
tempt to enjoin the Election
Commission from placing this
question on the ballot in Au-
gust, 1964.
The American Jewish Com-
mittee will petition the Court
for permission to submit a
Friend of the Court brief in this
litigation.
Robert Alpern, chairman of
the Community Relations Com-
mittee of the chapter, stated
that "one of the greatest evils
of this proposed ordinance is
the general misunderstanding of
what it purports to do. Not only
would it be a license to discrim-
inate and the beginning of mov-
ing Detroit to the condition of
Birmingham, Ala., but by the
use of the words 'Detroit resi-
dents and residential property
owners,' the Home Owners' Or-
dinance encompasses all prop-
I -erty, business and residential,
of Detroit residents." Alpern
further stated: "Not only would
the so - called Home Owners'
Ordinance conflict with the pro-
!visions of zoning, building,
health and fire ordinances and
!statutes, but it would conflict
with our fair employment prac-
tices and public accommoda-
tions statutes."
The Detroit Chapter of AJC
also took action supporting a
strong ordinance on open occu-
pancy, and forwarded to the
Mayor and to all members of
the Common Council.
Mayor Cavanagh's unqualified
support of the proposed Patrick-
Ravtiz housing ordinance was
commended also by an official
of the Michigan Council of the
American Jewish Congress.
Zeldon Cohen, a member of
the AJC national governing
board and its spokesman at the
Common Council hearing held
recently stated:
"We heartily commend the
Mayor's forthright statement de-
claring himself firmly in sup-
port of meaningful open occu-
pancy legislation for the City of
Detroit. The Mayor has right-

His support gives added encour-
agement to those who feel that
the elimination of segregation
and discrimination in housing
is basic to the achievement of
true equality of opportunity in
all areas of American life."

Kapustin Ends
Research Work
at Wayne State

A 21-year-old Yeshiva College
senior, Daniel B. Kapustin, 18690
Pinehurst, has completed his
summer research at Wayne
State University under a Na-
tional Science Foundation Fel-
lowship.
Kapustin, son of Dr. and Mrs.
Max Kapustin, a rabbi who is
the director of the Hillel Foun-
dation at Wayne State Univer-
sity, applied in March for the
grant which was granted for 10
weeks, June through August.
He worked with Dr. David
Mooman, assistant professor of
physics at Wayne, researching
various statistical quantities in
mathematical turbulence to bet-
ter understand the terms in-
volving an unsolved physical
equation. An IBM computer was
used to help with the analysis
and tabulation.
His interest in physics was
not only confined to last sum-
mer's endeavors. In 1962 he
worked in the Scientific Labora-
tory of the Ford Motor Company
and presented a paper at the
Eastern Colleges Science Con-
ference in Raleigh, N.C. on
Spectroscoty.
A graduate of Yeshiva Uni-
versity High School for Boys-
Manhattan, Kapustin entered
Yeshiva College in 1960 and is
majoring in physics and mathe-
matics. Hoping to become a re-
search physicist and eventually
teach at the college level, he
was a laboratory assistant to Dr.
David Finkelstein, a Young
Men's Philanthropic League
Associate Professor of Physics
at the University's Belfer Grad-
uate School of Science, in
1961-62.
Kapustin is the president of
the physics society, director of
tutoring service and news editor
of Hamevaser, the joint publica-
tion of the three Jewish pro-
grams for Yeshivah College stu-
dents.

of the Daily Collegian, Wayne
State University's student news-
paper, during the coming school
year.
Lloyd H. Weston, 18108 Ken-
tucky, will be the news editor.
Weston, a 21-year-old journalism
senior, is a former Collegian
city and photo editor. He is also
serving his second term as presi-
dent of Sigma Delta Chi, nation-
al journalism fraternity.
Linda Fisher, -20, 20118 Stans-
bury, will retain her position
as editorial director. A junior
majoring in journalism, she has
also been the paper's news edi-
tor. During the summer, she
reported for the Pontiac Press.
