Jewish National Fund Maps Plans
for Clearance of Blue-White Boxes

The Jewish Community Coun-
cil of Detroit has adopted a
resolution in support of the Open
Occupancy Ordinance now being
studied by the Detroit Common
Council. Rabbi Leon Fram, on
behalf of the Jewish body, de-
livered the resolution to Detroit
Common Council members on
Wednesday. He stated, in part:
"Judaism's deep moral con-
cern with this issue has been
acknowledged by all our central
rabbinical and synagogue bodies.
". . Events of recent months
and days point up to all our
consciences that a Negro has
more difficulty crossing into
certain university campuses and
segregated neighborhoods than
the children of Israel had in
crossing the Red Sea.
"This is a moral tragedy that
cannot be resolved by token in-
tegration and partial denial of
constitutional rights that pro-
tect equality of opportunity for
the vast majority of our citi-
zens. We know that it is pos-
sible to move faster than we
have been moving and that
there are scores of groups and
individuals willing to move
promptly to achieve equal
rights.
"Segregated neighborhoods
lead to segregated and unequal
education, denial of employment
opportunity, inadequate recrea-
tional facilities and denial of
the opportunity to fully enjoy
other aspects of community life.
Segregated living constantly
stresses the difference between
peoples in a negative way by
perpetuating prejudiced think-
ing and irrational distrust. Dis-
crimination in housing is a seri-
ous barrier to the unity, under-
standing and mutual respect that
are essential to a well ordered
community.
"Bold action is required to
close the civil rights gap be-
tween the promise of America
and what the citizens enjoy and
practice. Your honorable body
has the power and the obliga-
tion to insure that guarantees
of fundamental freedoms will be
available to • all. To discharge
that obligation, the tools and
techniques necessary to handle
the complex forces which op-
erate to deny equality of hous-
ing opportunity must be made
available.
"We must have an ordinance
which operates on brokers, lend-
ing institutions, builders and in-
dividual citizens.
"Open occupancy means more
than opening the housing mar-
ket for all our citizens. It means
more than opening to all the
civil rights guarantees which we
declare for all. Open occupancy
means opening our hearts and
minds to the prophetic vision of
our common heritage. It means
that each of us stands straighter
and taller in his own estima-
tion. To that end we urge this
honorable body to adopt a com-

NEW YORK, (JTA) — Mrs.
Tama Eshkol Shochat, daughter
of Prime' Minister Levi Eshkol
of Israel, and the community
organizer for Israel's new desert
development town of Arad, ar-
rived in New York •to undertake
an intensive speaking tour of
North America on behalf of the
State of Israel Bond Organiza-
tion. Mrs. Shochat is visiting
America for the first time.
Following two years of mili-
tary service and graduate
studies in social work at the
Hebrew University, Mrs. Sho-
chat less than one year ago
moved to the new desert de-
velopment town of Arad. She
serves as the Arad Authority's
community organizer, respon-
sible for the integration of new
settlers.
