BRIGHTON, England, (JTA) —The 95th Trade Union Con- gress of Britain paid tribute here this week to Israel's "ef- fective assistance" to develop- ing countries. A. Bonnet, district secretary in Scotland, and a member of the general council of the Na- tional Union of General and Municipal Workers, told the 1,000 delegates from 176 British unions that Israel, "starting from scratch," had achieved an outstanding record in develop- ment problems. He recently visited Israel with a delegation on behalf of his union, the third largest in Britain, with more than 800,000 members. He stressed that Histadrut, Israel's Labor Federation, has a "unique structure" in trade unionism and cooperative activi- ties, which had been of great help to working people in de- veloping countries " and an in- spiration to trade unionists everywhere." He stated he had been particularly impressed by the Histadrut's Afro-Asian In- stitue which, he said, had trained in its first year 640 students from 51 countries. The board's statement was in response to questions raised by Dagbreek, the country's largest Afrikaans newspaper, over the recent arrest of Arthur Gold- reich, a piominent artist and architect, and Harold Wolpe, an attorney, who were detained by police along with a number of other whites and non-w hit es charged with heading an anti- apartheid subversive group. "The facts demonstrate over- whelmingly," the board declared, "that the Jewish community of South Africa is an established, loyal and patriotic section of the population. The actions of individuals of any section are their own responsibility and no section of the community can or should be asked to accept responsibility. If individuals transgress the law, they expose themselves to the penalty of the law. The Jewish community con- demns the breaking of the law, in whatever section of the popu- lation it might occur."
