but that there was a second
race, that between the living
standards of the "have" coun-
tries and those of the under-
developed countries. Some-
thing had to be done to end
this race.
Shri Bhuwan Lal Pradhan,
Minister of Agriculture and For -
estry in the Government of
Nepal, bringing greetings from
the Asian delegates, said that
agricultural planning was the
key to economic prosperity for
most of the new countries.
Dr. M. S. Thacker, who pre-
sided at the Geneva Conference
on Science and Technology, or-
ganized by the United Nations,
said that the first Rehovoth
Conference had . been historic
because it had awakened inter-
est in the role of science in
the struggles of the new states.

The Geneva Conference had
been one momentous result of
that 1960 meeting in Rehovoth.
He was sure that the present
conference would be equally
fruitful.
Speaking on behalf of the
scientific and administrative
staffs of the Institute, Prof.
Amos de Shalit, Scientific Di-
rector of the Weizmann Insti-
tute of Science, said that: "The
role of science in furthering
the advancement of agriculture
as one of the considerations
which led Dr. Weizmann, the
first President of Israel, to es-
tablish this Institute in Rehov-
oth ... The investigation of the
application of scientific thought
and methods to the crucial
problems of Man in relation to
his land thus forms a large part
of our intellectual legacy."
