The article is documented by actual cases from the files of Shiefman's company. According to Shiefman, there is a quiet way to condition cus- tomers to a product or service long before any overt selling at- tempt is made. "It means providing a needed service," says Shiefman, "such as inside marketing information or technical assistance — and staying out of the limelight for doing so." The Detroit PR executive says such services to the public aimed at can do a powerful, if subtle marketing job. Through these special services, he says, goals can be reached which otherwise might be missed by routine publicity or other efforts. Shiefman is the expert on de- veloping such public service programs. The W. C. District felt that "the Kennedy Civil Rights program is a great step in the direction of equality and should be supported by all who believe -in the growth of Amer- ican democracy." The Patrick-Ravitz ordinance for open occupancy in Detroit was also endorsed. It is felt that this proposed ordinance is a natural follow-up to the Brick- ley Ordinance which has been working out fairly well in elim- inating some unfair housing practices. Together with the new civil rights provisions of the state constitution, the passage of the Patrick-Ravitz bill will in- sure equal opportunity in hous- ing for all minorities in Detroit as well as in Michigan, the en- dorsement stated.
