General Zionists Organize New Party Under Dr. Emanuel Neumann

TEL AVIV—The World Con-
federation of General Zionists,
headed by Dr. Emanuel Neu-
mann, concluded its three-day
conference here Tuesday with
a decision to organize a new
party under the name of World
Union of General Zionists. Neu-
mann was unanimously elected
president of the new group.
Elected vice-presidents were
Dr. Max Nussbaum of Los An-
geles, Leon Dultzin of Jerusa-
lem and tsrael Donsky. Jacques
Torczyner of New York will

head the American office of the
Union, while Joseph Serlin and
Moshe Kol will head the Israeli
office.
In resolutions adopted at the
closing session, the delegates
voted to recognize Noar Hat-
zioni as the youth movement of
the General Zionists Union and
called for the support of Mac-
cabi and Young Maccabi Sport
Movements.
In his address at the final
session, Neumann expressed the
hope that the next Zionist con-
gress will see the General Zion-

Anti-Semitic Acts in Winnipeg
Cause Jews to Seek Protection

WINNIPEG, (JTA) — A
spokesman for the Canadian
Jewish Congress expressed
grave concern over a number
of anti-Semitic incidents that
have taken place during the last
few days, including the smear-
ing of swastikas, an attack on a
Jewish youth, and the contin-
ued anti-Jewish incidents in the
Winnipeg Beach resort area.
One of the targets of the
smearings was the Hebrew Con-
gregation building. The daubers
painted a crude swastika on the
structure and the words "Down
With Jews." In addition to the
daubing of the synagogue, swas-
tikas were painted on several
buildings along the lakefront.
The Jewish Post of Winnipeg
reported that, earlier in the
week, two local beach youths
were convicted of causing a dis-
turbance by fighting on a Win-
nipeg street, and fined $50 and
costs. The two, Philip Warci-
naga, 19, and Kenneth Schulz,
18, were arrested on complaint
of Morris Davis that his 14-year-
old son, Harvey, had been "beat-
en up" by the youths. Wit-
nesses said the boy was grab-
bed by the neck and choked,
while some of the attacking
youths shouted anti-Semitic
epithets.
Corporal - G. S. Lawrence, in
charge of the Royal Canadian
Mounted Police detachment at
Winnipeg Beach, said that he
did not know if there was arty
connection between the dis-
turbances involving the youths
and the defacing, and that the
matter was under investigation.
Summer residents asked for
more protection, pointing- out

that the two RMCP officers
were kept busy with traffic
regulation and coping with dis-
ruptive young people who come
to the beach each evening. The
Jewish Post reported that many
Jewish families living at the re-
sort were afraid to go out into
the street.
Heinz Frank, executive direc-
tor of the Canadian Jewish Con-
gress, said the situation was
"very tense." He also said that
the organization was in contact
with the appropriate authorities
"who give the matter their at-
tention." He also urged Jewish
residents not to "aggravate an
already tense situation by indi-
vidual action" as was reportedly
contemplated by some Jewish
youths in the area.
The beach incidents appeared
to have been triggered by a
Dominion Day disturbance
earlier this month, in which a
mystery car was driven along
the lakefront. In it were three
youths who shouted over a loud-
speaker in the car "Jews, get
out of the Beach. Go home.
You'll be killed." The broadcas-
ter called himself Adolf Eich-
mann. No arrests have been
made in that incident.

delegates heard addresses by
Knesset Members Izhar Harari
and Elimelech Rimalt on vari-

Premier Levi Eshkol to British
correspondents that Israel may
consider some territorial
changes for the sake of peace,
Harari said, "We are not pre-
pared to pay such a price for
peace with the Arabs."

Zionists, headed by Dr. Israel
Goldstein and Mrs. Rose Hal-
prin—the competitive organiza-
tion to the World Confedera-
tion of General Zionists, headed
by Dr. Emanuel Neuman n,
which concluded its conference
in Tel Aviv and changed its
name to World Union of
General Zionists — issued. the
following statement here under
the signature of Mrs. Halprin:

"T h e Neumann Confederation
represents only a section of General
Zionists throughout the world. Of
a total of 150 General Zionist dele-
gates to the 25th Zionist Congress,
our Confederation headed by Dr.
Goldstein and Mrs. Rose L. Ral-
prin, had 81 delegates, and repre-
sented the largest single Diaspora
bloc. Our Confederation represents
General Zionist groups in the United
States—Hadassah and the Ameri-
can Jewish League for Israel, —
England, Holland, Belgium, Italy,
France, Sweden, Germany, Greece
and Austria, and many South Ameri-
can countries. Canada and South
Africa, though in principle in
agreement with the philosophy of
non-identification with a political
party enunciated by the Goldstein-
Halprin group, have not yet com-
mitted themselves to either con-
federation, officially.
"The question is not whether
Zionists can be 'denied the moral
right to have opinions regarding
Israeli affairs', as Dr. Neumann
stated. No thoughtful Zionist can
fail to have such opinions. The
question is whether General Zionist
groupings should be affiliated in
any organizational form with a poli-

research grant of nearly $80,-
000 to the Israel Foundation
for Infantile Paralysis, the.
