France, (JTA) — A five-point
program to enable the World
ORT Union to fulfill its prin-
cipal tasks in various parts of
the world was put forward here
by Prof. William Haber, presi-
dent of the ORT central board,
at a three-day conference of the
organization attended by 250
delegates from 30 countries.
United States Assistant Sec-
retary of Labor George L. P.
Weaver and Israel's Minister of
Labor Yigal Allon were among
the major speakers at the con-
ference. Prof. Haber's program
calls for:
L The preparation of both
emergency and long range plans
in vocational training to take
care of present and future Jew-
ish refugee migration which
continues on a massive scale
in many parts of the world.
2. The large scale expan-
sion of ORT activities on be-
half of more than 120,000
North African repatriates and
refugees to facilitate their
economic integration in France.
3. The creation in Israel of
a comprehensive nationwide
program of training for 10,000
to 15,000 youth of recent immi-
grant origin along with a pro-
gram for the accelerated growth
of the present ORT schools in
Israel which have an annual
enrollment of 16,000.
4. Expanded technical assist-
ance programs of skilled train-
ing for people in developing
nations.
5. The introduction of train-
ing in new occupational fields
in line with changes produced
by changing technology and
automation "which is now pene-
trating all industries even in
those nations just beginning on
the path of economic modern-
ization."

James Roosevelt read a mes-
sage from President Kennedy
which declared: "Your work en-
ables many to acquire the skills
needed for economic independ-
ence. I particularly commend
your efforts to those African
and Asian nations which have
so recently joined the world
community. Your contributions
are essential to those countries
as they strive towards their
economic, educational and tech-
nological goals."
The training capacity of ORT
has been increased in areas of
most pressing need from 40 to
100 per cent during the past
three years, Max Braude, direc-
tor general of the organization,
reported. Braude noted that the
greatest increase in capacity—
more than 100 per cent—had
taken place in Israel.
A total of 70,000 persons,
Braude announced, had com-
pleted vocational training since
1960 at 600 ORT trade and tech-
nical units in 20 countries. He
estimated the earnings of these
graduates at more than $100,-
Victor Gollancz, British pub-
lisher, who hails from. a dis-
tinguished Jewish family, has
become a controversial figure
in Jewish ranks. He has been
critical of Jewish traditions. He
had attacked a number of Jew-
ish movements and undertak-
ings. Yet he is recognized
among the most distinguished
book publishers in England.
He had been collecting vari-
ous prayers for many years, and
when Barbara Greene came to
him recently with her own col-
lection of prayers, he proposed
to her that they produce a joint
project. The result is "God of a
Hundred Names—A Collection
of Prayers of All Faiths," which
has just been published by
Doubleday.
Miss Greene is a Catholic.

In the field of technical aid
to developing countries,
Braude announced the estab-
lishment of an institute for
the • training of African tech-
nicians and vocational school
teachers at the ORT center
in Natanya, Israel, with a cur-
rent enrollment of 117 stu-
dents from 18 African na-
tions.
Gen. Allon said he knew of
no problem "that is higher in
our scale of national priorities
than integration of all our
youth through education and
training. We are too small a
country to be able to afford the
luxury of having two Israels.
We cannot tolerate a division
among our people between
those of European origin who
are well endowed by virtue of
their origin culture and educa-
tion while those of African and
Asian descent remain perma-
nently depressed."
The Israeli minister said that
this gap "is not of Israel's mak-
ing. It is a heritage of history
and of emigration. But it is our
problem, to solve."

That dispels the rumors that he
had abandoned Judaism alto-
gether. Yet many of his lean-
ings are pro-Christian.
There is no doubt about the
uniqueness of the Gollancz-
Greene book. There are many
most interesting prayers in it,
and the titles under which they
appear reflect the sentiments
that motivated the collectors of
the gems that fill this volume.
While the collection is moti-
vated by personal preferences—
as any anthology must be —
there are many sources whence
the prayers are taken to give
the book a universal aspect.
There are morning prayers
and prayers for the day's work;
prayers for neighbors and "ene-
mies" and for animals and for
nations. There are prayers for
forgiveness of sins, for thanks-
giving, "recovery from derelic-
tion," "at the contemplation of
death."
Recognizing the need to
understand the sources, there
are appended notes on vari-
ous faiths from whom the
prayers are taken, and there
is one on Hasidism.
Accompanying the text of the
prayer "After salvation from
peril," from the Hebrew Prayer
Book, the Hebrew text also is
given.
Included in the more than
400 prayers from the variety of
sources are prayers from the
Siddur and quotations from
Hasidic rabbis. Indeed, justice
is not completely done to the
Jewish prayers which are limit-
ed in scope in this collection.
Nevertheless, it is an interest-
ing compilation.
In view of Gollancz's attitudes
on Jewish questions and his
emphasis on the Judaeo-Chris-
tian aspects, it is interesting
to note that in June of this
year, according to Reuters, "he
became the first Jew to be
awarded the Cross of Honor
and Merit of the Order of Saint
John of Jerusalem (Knights of
Malta) , the or der 's highest
honor."
