(Direct JTA Teletype Wire to The Jewish News) UNITED NATIONS — Israel was among the nations who voted here Tuesday in .favor of a resolution authorizing the ex- penditure until the end of this year of $9,500,000 for the opera- tion of the UN Emergency Force stationed in the Middle East and in the Congo. The Arab states abstained from voting. The resolution was adopted by a roll call vote of 79 in favor, 11 against and 17 abstentions. The UN General Assembly will now decide to apportion the amount of $2,500,000 among all member states in accordance with the regular scale of assess- ments for 1963. The $7,000,000 balance would be apportioned among member states in accord- ance with the regular scale ex- cept that each "economically less . developed country" would be Farbstein Attacks State Department Attitude on Israel NEW YORK, (JTA) — Severe criticism of the State Depart- ment for its policy on Arab- Israel issues was voiced by Rep. Leonard Farbstein, New York Democrat, at a United Jewish Appeal dinner at which he was the guest of honor. "Today in the presence of clear threat, we find that the State Department of our great nation continues to play it cool insofar as Israel is concerned," Farb- stein said. He lauded the state- ments of President Kennedy at his recent press conference sup- porting the security of Israel and her neighbors. He deplored the misapplica- tion of massive aid to Egypt under our Food for Peace Pro- gram Elnd recommended the adoption of the following to granting aid: 1. That granting of aid be preceded by agree- ment to preserve the peace; 2. That those countries receiving our aid who are not being threatened by external forces, forego building aggressive ar- senals using our aid as a means. He also stated that he would seek to amend the foreign aid bill by declaring it as the sense of Congress that in the adminis- tration of foreign aid, great con- sideration should be given to those countries who share the views of the U.S. in the world crisis and which do not as a result of United States assist- ance divert their own economic resources to military and propa- ganda efforts, directed against other countries receiving aid. U.S. Tells Moscow Atom-Free Mid-East Plan Is 'Propaganda' LONDON, (JTA)—The Amer- ican reply to the Soviet proposal for declaring the Mediterranean a nuclear free zone was deliv- ered in Moscow to the Soviet Foreign Ministry, it was re- ported from the Soviet capital. The U. S. reply termed the Soviet proposal "a propagandistic attack against the presence of United States missile launching subma- rines in the Mediterranean." New Bill Is Block to Illinois Blue Law CHICAGO, (JTA) — Intro- duction of a new bill in the Ill- inois Legislature was seen an another effort to block or slow down the drive for passage of the Sunday closing bill which has been approved by the state senate. The bill, now before the House, contains a Sabbath ex- emption. The new measure asks that a commission be set up to study the question and submit its find- ings and recommendations to the 74th General Assembly "on or before April 1, 1965." assessed an amount calculated at 45 per cent of its rate under the regular scale. This would be an ad hoc arrangement for the present phase of this peacekeep- ing operation and would not con- stitute a precedent for the fu- ture, the draft resolution states. The resolution lists the coun- tries which are considered to be economically more developed for the purposes of the appor- tionment. The UN Assembly would recommend that these states make voluntary contribu- tions in addition to their assess- ments in order to finance author- ized expenditures in excess of the total amount assessed under this resolution and would appeal to all other member states in a position to assist to make similar voluntary contributions or to forego having their assessments calculated at the lower rate. The resolution states that vol- untary contributions may be made in the form of services and supplies acceptable to the secretary general furnished for use by UNEF during th i s period. In another resolution adopted by the General Assembly's ad- ministrative and budgetary com- mittee by a vote of 91 in favor, 13 against, with 3 abstentions, the committee approved the prin- ciple of collective responsibility in peacekeeping operations. He was cited for his "engineering achievements which have con- tributed to the development of Israel." Senate Committee Continues Closed Investigation on Jewish. Agency WASHINGTON, (JTA) — The Senate Foreign Relations Com- mittee continued a closed in- quiry on the activities of the Jewish Agency. Senator J. William Fulbright, Arkansas Democrat, chairman of the committee, identified a wit- ness as Gotlieb Hammer of New York, formerly an officer of the New York section of the Jewish Agency for Israel. Since April 1960, Hammer has been execu- tive vice chairman of the Jewish Agency, Inc., which is not a sub- ject of this inquiry. He was ac- companied by the Agency's at- torney, Maurice Boukstein of New York. The Senate committee has for several months been conducting a study of the administration of the Foreign Agents Registration Ex-Nazi Acquited on Charge He Killed 25 Jews in Poland GRAZ, Austria, (JTA) — A court in Graz acquitted Franz Murer of charges that he per- sonally murdered around 25 Jewish men, women and chil- dren during the Nazi occupa- tion of Poland. The Russians had tried and condemned him to 25 years' imprisonment but released him to Austria when the peace treaty was signed. He was arrested again two years ago in Austria. 'Act of 1938. Numerous regis- tered agents have been ques- tion by the Senate committee which is planning to recommend additional legislation.
