Tel Aviv School
Helps Retarded
Teens of Israel

They roamed the streets of
Tel Aviv aimlessly—the butt of
jokes by neighborhood children.
They seemed doomed to utter
hopelessness. Yet, they did not
even realize this.
They were mentally retarded
teen-agers—for whom Israel, un-
til very recently, had no real re-
habilitation program.
Two years ago, however, a
group of parents of retarded
children formed the rehabilita-
tion association Akim and set up
an institution in Tel Aviv to try
to solve some of the unfortunate
children's problems.
Similar institutions were al-
ready in operation in Jerusalem
and Haifa, but Tel Aviv, Israel's
metropolis with more inhabitants
than the other two cities com-
bined, had no such facility.
Akin opened its special school
for retarded children in a dilapi-
dated house in downtown Tel
Aviv, in January, 1961, with an
enrollment of 12 youngsters.
Today the redecorated building
has 38 teenagers learning trades.
The school is regarded as a
pilot project, but has already
achieved more than a fair
amount of success. Part of its
progress is due to the technical
guidance provided by Malben,
the Joint Distribution Commit-
tee welfare program for aged, ill
and handicapped immigrants in
Israel.
Akim is one of a number of
voluntary agencies to which JDC-
Malben offers technical guid-
ance. Others include the Nation-
al Association for the Blind,
Shatlein (cerebral palsy chil-
dren), Ilanshil (polio victims),
and Micha (deaf children).

Israel Minstry of Posts Announces
New Stamps Showing Birds, Flowers

The Israel Ministry of Posts has announced the forthcoming
issue of three additional airmail stamps depicting birds of
Israel and a series of three commemorative postage stamps in
honor of Memorial Day and the 15th anniversary of the proc-
lamation of the State of Israel. The airmail stamps (top), de-
signed by Miryam Karoly of Haifa, are, from left, the Sinai
Rose Finch, the Smirna Kingfisher and the Mourning Chat. The
commemorative stamps (bottom), designed by Z. Narkiss of Tel
Aviv, depict flowers of Israel. They are, from left, the White
Lily, the Bristly Hollyhock and the Sharon Tulip.

Urge Hastening of Negotiations
for Israel Link to Common Market

NICOSIA, Cyprus—A report
urging that negotiations be-
tween Israel and the European
Economic Community for trade
ties with the six member na-
tion "should continue without
interruption" was submitted
Wednesday at a meeting here
of the Economic Committee of
the Council of Europe.
The report, an overall review
of European economic relations,
declared also that "it was im-
portant negotiations with Israel
result in a satisfactory arrange-
ment particularly because of
Israel's difficult trading posi-
tion surrounded as . it is by
countries which have closed
markets that under normal cir-
cumstances' would have been
open and near at hand.'
The negotiations have been
moving at a slow pace for
months. Dr. Benjamin Avniel,
chairman of the Economic

Committee of Israel's parlia-
ment who is attending the meet-
ing as an observer, succeeded
in persuading the delegates to
approve a recommendation to
the Consultative Assembly of
the Council of Europe which
called for "satisfactory arrange-
ments" with the six member
nations of the Common Market
with Israel. One clause of the
recommendation emphasized the
need for continuing without in-
terruption the talks for associa-
tion of Turkey with the Com-
mon Market and for "satisfac-
tory arrangements' between Is-
rael and Turkey with Euro-
mart and for similar arrange-
ments between Israel and the
six-nation bloc.
