Weizmann, Decade' Book Contains
World Leader's Noted Declarations
JERUSALEM—Interior Minis-
ter Moshe Shapiro disclosed
Wednesday in parliament that a
ministerial committee had been
set up to consider changes in
the Law of Return and citizen-
ship regulations because of ex-
periences which have led to "em-
barrassing situations."
The Law of Return gives any
Jew who comes to Israel the
right to automatic citizenship ex-
cept for cases of criminal ac-
tivities in other countries. One
of the embarrassing situations
to which the Minister referred
was the request of a former
Polish Jew converted to Catholi-
cism, Brother Daniel, for admit-
tance to Israel under that law
as a Jew by nationality. The Is-
rael Supreme Court rejected his
demand in a decision which at-
tracted international attention.
Ending debate on the budget
of the Interior Ministry and re-
plying to criticism of existing
citizenship laws, he expressed
the view that immigrants should
be required to wait one year be-
fore receiving citizenship. He
said the automatic grant of citi-
zenship on arrival was frequently
abused.
Commemorating the decade
that has passed since the pass-
ing of Israel's first President,
a volume, "Chaim Weizmann-
Decade," has been issued by the
Weizmann Archives — Yad
Chaim Weizmann—in Rehovoth,
Israel.
The volume is divided into
two parts—one containing ex-
cerpts from writings and ad-
dresses of the world Zionist
leader, and the other containing
biographical dates, 1874-1952.
There is a dramatic impact
in this • collection of Weiz-
mann's writings and public
statements. It commences
with the famous letter Israel's
first President wrote to his
Hebrew teacher in his home
town, Motol, in September
1885, at. the age of 11. "Let
us carry our banner to Zion
and return to our original
Mother upon whose knees we
were'- reared," he then wrote.
An excerpt from his autobi-
ography, "Trial and Erroi,"
then is followed by a note he
wrote from Lipson in January
1944 on Jewry's "Great spirit-
ual force."

gatherings in New York, Lon-
don, Jerusalem and elsewhere.
Under the heading "How
the State of Israel Will Be-
come a Reality" is this quota-
tion from an address he de-
livered in January 1921: "A
State cannot be created by
decree, but by forces of a peo-
ple and in the course of gen-
erations. Even if all the gov-
ernments of the world gave
us a country, it would only
be a gift of words. But if the
Jewish people will go and
build Palestine, the State of
Israel will become a reality."
And so, down the line, this
Weizmann Decade book con-
tains portions of letters to
noted leaders, addresses, public
declarations, etc., revealing the
genius of the man who labored
for a Jewish State and saw it
a reality in his lifetime.
